Public Health Division Southwest Region is comprised of eight counties and works to promote health and wellness, improve health outcomes, and assure safety net services for all people in New Mexico.

Why does the job exist?

The Business Operations Supervisor role is vital for ensuring that the agency s objectives, which are broadly defined by statute, grant requirements, or the organization s mission, are effectively managed and met. This position exists to provide oversight, strategic planning, and coordination of administrative functions, ensuring that sub-functions and teams are organized and aligned to meet the overarching goals of the region s public health efforts. With significant responsibility, the Business Operations Supervisor is a managerial role and must implement operational policies in accordance with established timelines and processes defined by internal and external practices, allocate resources, and provide guidance and lead an administrative team as a servant leader to enhance service delivery. The position plays a critical role in the success of the agency, overseeing the administrative staff, and ensuring that operations are both efficient and compliant with established guidelines. Given its financial accountability, the role has a direct impact on the overall mission of the organization. It requires the ability to develop program goals, evaluate complex issues, and provide strategic direction. Moreover, the Business Operations Supervisor serves as a key decision-maker, resolving problems by analyzing facts and circumstances to develop well-rounded solutions.

How does it get done?

This position will be responsible for:

- Budgetary, fiscal management, procurement, auditing, human resources activities, property management, vehicle management and scheduling for the Public Health Division, Southwest Region.
- Devoting a substantial portion of time assigning and directly supervising work of at least three (3) full time equivalent employees and provides program guidance and direction to business units and separate reporting activities on all matters pertaining to business and life-cycle acquisition processes.
- Ensuring that the Region s administrative support infrastructure is functioning with the necessary tools and available resources.
- Making well-informed, effective, and timely decisions and perceives the impact and implications of those decisions.
- Maintaining accountability of fixed assets and annual inventory.

The ideal candidate has experience:
- Providing excellent leadership.
- Multitasking and addressing issues and concerns while maintaining a positive attitude.
- Making decisions related to budget utilization, resource allocation and vendor relations.
- Collaborating with county officials for building issues.
- Experience using Excel spreadsheets.

Minimum Qualification

Associate degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience in the areas of budgeting, accounting, auditing, purchasing, cash management, and/or financial management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.

• If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Position requires successful completion of HIPAA (Health Insurance Portability Accountability Act) course within sixty (60) days of employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Extended periods of sitting, standing, some bending, reaching and lifting up to 50 pounds may be required. Working hours are Monday through Friday, 8am-5pm but flexibility may be required to accommodate special needs of the region. Travel to satellite offices, meetings, training sessions, and special events with the occasional overnight stay is required.
