Created in 1978 by the New Mexico Legislature, the Department of Cultural Affairs (DCA) represents New Mexico's dedication to preserving and celebrating the cultural integrity and diversity of our state. The Department oversees a broad range of New Mexico's arts and cultural heritage agencies. These include 15 divisions representing a variety of programs and services.
The Facilities Management Bureau (FMB) maintains, preserves and ensures that the Historic Sites and Museums are running efficiently and safely for the enjoyment of the public. FMB has oversight of building maintenance, repair and preservation of historical structures, and ground maintenance, with the directive of administrative staff. FMB ensures that the team is working within the realms of state government procurement in a fast-paced environment. The administrative side of FMB ensures that procurement procedures and processes are implemented to ensure that the finances are being tracked for open and close out of the fiscal year and that statewide Staff Managers are receiving fully dispatched purchase orders to ensure that projects are moving efficiently.
Why does the job exist?
This position exists to ensure that procurement for DCA projects is obtained, tracked, and on schedule to make certain that DCA Projects move swiftly through the process.
How does it get done?
Under the supervision of the Staff Manager, the Business Operations Specialist III, will proactively process requisitions, secure purchase orders, dispatch approved purchase orders to staff in the field, and log purchase order information into the Expenditure Spreadsheet and DCA Project Plans. The Business Operations Specialist III will process ISTE's (in-state travel expenses) and travel, audit and process invoices, process travel payment vouchers, process and track purchase order change orders. This position supports procurement, including the coordination of quotes; tracks available funding sources for maintenance, repairs for operational or capital outlay funding and projects; and assists with ITB's or RFP's, as needed. This position performs administrative support functions, such as process Award Letters, Task Orders for contracts, data entry into spreadsheets, track bonds, file bonds and other documentations electronically and hard copy, and take meeting minutes, as needed.
Who are the customers?
DCA Facilities internal customers, including Museums, Historic Sites, and staff from other DCA divisions. External customers such as visitors, vendors, other state agencies as well as the local community.
Ideal Candidate
The ideal candidate has three (3) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, contract management.
Minimum Qualification
Associate degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, and/or contract management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements
Employment is subject to a pre-employment background investigation and is conditional pending results. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Must possess and maintain a valid New Mexico Driver's License.
Working Conditions
Work is performed in an office setting office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Some travel within the state may be required.
