Location : Remote 100%
Project Duration : 2 Month
Pay Rate : $75/hr. - $80/hr. on W2.

Job Description:
  • The Colorado Department of Education (hereafter re Client ferred to as "CDE" or "the Department" or "the State") is contracting Inc. dba Client (the Contractor), 200 Walker Ave St. SW, Atlanta GA, 30313, to provide a Business Analyst. This role supports the Information Management Services and Accountability and Continuous Improvement teams in assessing and improving the processes and code used by the Accountability Division to produce District and State Performance Framework reports (DPF and SPF, respectively).
  • The role will involve reviewing the existing data environment and processes, and collaborating with program staff to better understand business processes and technical needs. The ideal candidate will have a strong technical background-especially in data analysis and coding-paired with excellent communication skills to bridge the gap between technical and non-technical stakeholders.
  • The primary responsibility will be to produce comprehensive technical business requirements and data processing documentation. This supports the development and maintenance of the Accountability DPF and SPF Reporting infrastructure and processes. The individual should be technically self-sufficient and capable of navigating the data environment independently.
  • The Contractor may be required to work with systems and tools such as Oracle, Toad, Informatica, Tableau, and coding languages including SQL, Python, and R.
Job Summary:
  • The Contractor shall work closely and collaboratively with the Department's Information Management Services division (IMS) regarding Department coding standards, configuration management controls, quality assurance processes, and information security.
  • Collaboration is expected with IMS's business intelligence unit for any planned transition of data to, storage within, or reporting from the Department's Data Warehouse.
  • The Contractor shall coordinate and prioritize all work to ensure that all deliverables and deadlines are met.
  • An internal quality control process must be employed to ensure that all deliverables are complete, accurate, easy to understand, and of high quality.
  • All deliverables must meet minimum standards: responsiveness to specific requirements, logical organization, consistent formatting, absence of spelling or grammatical errors, accurate information, and correct calculations.
  • Deliverables must be submitted to the Department's Project Managers for review and approval.
  • All work papers generated during the project must be retained for reference through the duration of the project and acceptance period.
  • The Contractor is expected to participate in the review and revision process until the Department provides written acceptance of the deliverable.
  • Upon request by the Department, the Contractor must provide copies of any supporting documentation within five (5) days, at no cost.
  • The Contractor must respond to all telephone calls, voicemails, and email inquiries from the Department within one (1) business day.
  • Contractor staff must be able to exchange documents and electronic files with the Department in formats compatible with MS Office 365 for PC.
Code and Data Review
  • Review and analyze the current data processes and code used to generate State Performance Framework (SPF) reports.
  • Identify inefficiencies, inconsistencies, or errors in the code and data flow.
  • Collaborate with technical teams to assess and improve data extraction, transformation, and loading (ETL) processes.
  • Provide recommendations for enhancing the code base for optimal performance and accuracy in report generation.
Business Process Mapping and Documentation
  • Engage with program staff to understand and document the business and processes involved in generating state performance framework reports.
  • Document business rules associated with the production of these reports.
  • Create process maps and workflows to illustrate current practices and identify areas for improvement.
  • Ensure alignment between business requirements and technical solutions by gathering and analyzing user needs.
Requirements Gathering and Documentation
  • Lead sessions with program staff, subject matter experts, and technical teams to gather, clarify, and document business and technical requirements.
  • Translate business requirements into functional specifications for data and reporting systems.
  • Maintain comprehensive documentation for current and future state business processes, ensuring all stakeholders clearly understand the project scope and deliverables.
Collaboration and Stakeholder Management
  • Serve as a liaison between technical teams and business units, ensuring effective communication and collaboration.
  • Facilitate meetings with program staff and stakeholders to review requirements, share findings, and propose improvements.
  • Support ongoing communication efforts to ensure alignment of project goals with business objectives.
