Raytheon's Advanced Products & Solutions (APS) is a product focused strategic business unit that leverages scale and technology commonality to provide leading-edge, reliable, and cost-competitive products in both the high- and low-end segments. With 1,200+ active contracts, APS supplies mission equipment directly to original equipment manufacturers and government entities for integration on larger systems. Raytheon's Advanced Products & Solutions is currently seeking a Director, Business Execution Lead. This role will drive competitive and executable proposals by leveraging dynamic collaboration with Chief Engineers, IPT Leads and engineering disciplines. They will ensure engineering opportunities and risks are proactively managed in accordance with SBU directive. They will ensure engineering performance is efficient throughout the program lifecycle by implementing appropriate tools and methodologies. This role will rely heavily on broad technical expertise, deep understanding of APS products & offerings and the strong ability to communicate, lead and influence others. This is an onsite role in either Goleta CA, El Segundo CA, McKinney TX or Tewksbury MA. What You Will Do As delegated by SBU Engineering VP and SBU CE, approval authority for engineering proposals, ensuring proposals are competitive and executable.
Drives proposal process rigor across disciplines and partners with CEs, IPTLs, and disciplines to enable efficient, timely inputs for Submit Gate.
Collaborates to identify opportunities to streamline proposal process with innovative techniques (example: True Planning).
Ensures engineering opportunities and risks are proactively managed in accordance with SBU directive.
Ensures engineering performance is efficient throughout the program lifecycle by implementing appropriate tools and methods (e.g. MBSE, MBFW, MBTA, NPI, TDMC, DSO, etc.)
Leads all SBU IPTLs, via hard or dotted line, by establishing training and experience standards, unified program execution approaches, processes and reporting (both SBU and Engineering Excellence Team-driven), metrics implementation, and providing job performance feedback.
Collaborates with disciplines and WFP team to ensure SBU firm/non-firm demand accuracy and alignment with Rplan, Workforce Adaptive, EACs, and proposals.
Supports SBU's annual capital planning and execution as the engineering lead and ensures alignment with the SBU Capital Coordinator.
Drives SBU engineering staffing demand and fulfillment by collaborating with disciplines and SBU CEs and escalating to the engineering leadership team in a timely manner to enable execution.
Ensure rigorous internal reviews are held and properly staffed.
Regularly engage peer Business Execution Leads to apply lessons learned across all SBUs.
Delegate for EACs, as directed by SBU Engineering VP and SBU CE. Qualifications You Must Have Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 14 years of prior relevant experience.
Engineering experience with Radio Frequency (RF), Electro-Optical / Infrared (EO/IR) and/or Electronic Warfare Systems.
Experience with the full program lifecycle from capture through production
Experience in technical and/or functional leadership role.
Experience in capture process and/or proposal development
Active and transferrable final U.S. government issued security clearance is required prior to start date with the ability to obtain program access after start. US citizenship is required, as only U.S. citizens are eligible for a security clearance. Qualifications We Prefer Secret investigation within 4.5 years of reinvestigation if not on Continuous Evaluation
Advanced Degree in STEM Top Secret clearance
Experience with various tools and methods (MBSE, MBFW, MBTA, NPI, TDMC, DSO, etc.)
Ability to manage multiple competing priorities and take initiative

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products. The salary range for this role is 194,000 USD - 388,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
