Position:
Under the general direction of the Eligibility Applications and Support Branch Chief, the Information Technology Manager I (ITM I) performs functions in the domains of Business Technology Management, Client Services, IT Project Management, and components of Software Engineering. The ITM I manages the Business Analysis & Integration Section (BAIS) and is responsible for providing direction, leadership, and team building to the various units within the section. The ITM I collaborates with and provides support to all areas within the Department, which can include sections within their branch, other branches within the Division, and Program areas. The section manager fosters partnerships with customers and stakeholders while supporting the vision, mission, and objectives of the Department. Through subordinate supervisors, the ITM I oversees the functions and activities of the Business Process Unit, Business Analysis Unit, Quality Assurance Testing Unit, and the Managed Care Operations Division Unit. The ITM I is responsible for the streamlining of Paid Claims, Medi-Cal Eligibility Data System (MEDS) and its related sub-systems business work requests for application enhancements based on DHCS policy, gathering requirements by conducting joint application development sessions (JAD), communicating with management and stakeholders (internal and external), testing of application enhancements, and data release management.
Through subordinate supervisors, the ITM I oversees about 45 State employees and few consultants. The ITM I will also be responsible for subject matter experts who will be supporting any rewrites into newer technologies. They will be responsible for reviewing deliverables, defining Deliverable Expectation documents (DED), and providing feedback on project related artifacts, deliverables, and timelines. The ITM I manages and oversees staff recruitment, retention, and development activities which includes participating or performing selection and recruitment of state staff, development, training, retention, promotion, and corrective action of state staff. The ITM I is a member of the Division's Senior Leadership team. The individual participates in developing and applying divisional policies and procedures and represents the Branch Chief as requested.

Working Conditions
DHCS has embraced a hybrid work environment. Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule per DHCS's Telework Policy, in accordance with Government Code Sections 3.
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.
Should the incumbent ever need to report to an office, they will need to report to a DHCS office located in Downtown Sacramento.
