Position Description Function as bridge between department and technology by providing customer service in developing and implementing procedures to sustain system and data integrity, handling systems problems and training staff in systems processes and procedures.
Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities • Work as an intermediary between users and technical staff including vendors, contractors, and City staff by identifying and communicating business needs, assessing application needs, setting up codes in applications, preparing report specifications, and testing applications.
• Develop ad hoc reports using appropriate software to extract data from various systems and load it into appropriate software for presentation.
• Provide data and analysis recommendations and results in response to department business needs.
• Perform system and security setup.
• Identify software problems and troubleshoot them by testing and user communication.
• Maintain in-house designed Web Pages using html and other programming languages.
• Provide assistance, training to users, monitoring system data, and advising staff on corrective measures to improve.
• Conduct or lead reviews of procedures manuals, and user guides.
• Prepare written user guides and procedures for systems data entry and retrieval.
• Administer and maintain system documentation, including application manuals.
• Develop temporary and long term fixes, monitoring and testing these to ensure reliability.
• Communicate changes and modifications in systems and applications setup and procedures.
• Represent the Department in meetings regarding systems and application issues, purchases, and related activities.

Required Qualifications Minimum Qualifications: Bachelors Degree in Business Administration, Public Administration or equivalent.
Minimum Experience: Three years experience performing related duties

Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. Knowledge, Skills and Abilities • Good knowledge of third party software, such as SharePoint Site Design/Management, Cognos, Microsoft Applications, SQL, Visual Basic, VISIO and Windows DOS commands for FTP.
• Knowledge of ODBC/API data connections to various data basis
• Good knowledge of FTP Protocols and ability to create Macros to import/export files from different city servers
• Good knowledge in programming logic, html, Python, Advance html, C, JavaScript and database design.
• Knowledge of business process modeling, project implementation, business analysis tools and techniques and base level project management skills.
• Good verbal and written communication skills.
• Good customer relation skills and the ability to act as liaison between technical and non-technical staff regarding business application issues.
• Ability to train others in applications processes and procedures.
• Good knowledge of data base applications, software, and network systems. (specific requirements vary depending on assignments).
