Overview GDC IT Solutions is seeking a Business Analyst Team Lead for a hybrid role based in Harrisburg, PA.
Position Overview As a Business Analyst Team Lead, you will be responsible for leading business analysis efforts that support both existing IT systems and the transition to Pennsylvania's new statewide Child Welfare Case Management System (CWCM). You will oversee critical initiatives impacting the Office of Children, Youth and Families (OCYF), including data quality, user acceptance testing, requirements development, and stakeholder engagement across multiple regions. This position is integral to ensuring compliance, system integrity, and seamless service delivery throughout the child welfare technology ecosystem.
Responsibilities- Lead multiple concurrent initiatives for OCYF's IT systems and ensure project timelines and scope are met.
- Develop, review, and manage business, functional, and user requirements for IT systems.
- Serve as the Business Analyst Team Lead for the Quality Assurance and Administrative Support Unit (QAASU) and regional offices.
- Manage the ChildLine expunction process and ensure compliance with state requirements.
- Coordinate system defect and change request submissions; track and report progress.
- Oversee data quality improvement for CWIS person records.
- Facilitate user acceptance testing (UAT), deployment, and issue resolution.
- Act as a liaison between end users, business stakeholders, and technical teams.
- Conduct stakeholder walkthroughs and post-project wrap-ups.
- Ensure requests align with defined project scope and governance procedures.
- Support end-users and resolve technical and business issues within OCYF/DHS applications.
- Build and maintain strong working relationships with state and county agencies, vendors, and contractors.
- Use tools such as Microsoft Office Suite, TFS, MTM, and ServiceNow for documentation and issue tracking.
- Prepare and present regular status updates and reports to leadership and stakeholders.
- Travel to OCYF regional offices and 67 county agencies as needed.
Minimum Qualifications- 7+ years developing business, functional, and user requirements for IT systems.
- 7+ years experience with business analysis processes, principles, and best practices.
- Strong knowledge of the Software Development Life Cycle (SDLC) with a focus on UAT.
- Demonstrated project management experience within an IT environment.
- Excellent written and verbal communication skills.
- Strong interpersonal skills with the ability to work across diverse user groups.
- Fluent in English and able to be clearly understood in both written and verbal communication.
- Proven ability to build and maintain effective working relationships.
Preferred Experience- 2+ years of experience in Child Welfare or Human Services IT projects.
- Certification in Business Analysis (e.g., IIBA certification).
- Familiarity with tools like Team Foundation Server (TFS), Microsoft Test Manager (MTM), and ServiceNow.
