Overview
Mission: The CTP regulates the manufacture, marketing, and distribution of tobacco products under the Family Smoking Prevention and Tobacco Control Act. The Office of Science advances tobacco regulatory research through data-driven tools like the Research Tracking System (RTS).

Position SummaryAs a Business Analyst/Scrum Master, you will be the key liaison between stakeholders and the development team in support of the Research Tracking System (RTS). This system manages the full lifecycle of tobacco regulatory research projects, including protocols, approvals, infrastructure, and documentation. You will drive Agile ceremonies, manage backlogs in JIRA, and ensure sprint deliverables align with regulatory science goals.
ResponsibilitiesServe as the Scrum Master for at least one Agile RTS team.
Manage Agile ceremonies (sprint planning, retrospectives, backlog grooming).
Lead user requirement sessions and translate into JIRA stories and acceptance criteria.
Maintain a living product backlog with stakeholder input and FDA COR coordination.
Conduct and document system validation, UAT support, and bug triage.
Support RTS integrations with systems like CTP Search via API.
Produce project management artifacts per FDA's EPLC Lifecycle (EPLC v2).
Contribute to sprint demos, reporting, and documentation.
QualificationsMinimum 5 years in Agile business analysis and/or Scrum Master roles
Strong experience with JIRA, Confluence, and Agile frameworks
Excellent written/verbal communication for stakeholder engagement
Ability to translate federal regulatory business needs into system requirements
