Scope of Work
a. Minimum Qualifications
i. Academic
1. Bachelor's degree in computer science, Information systems, or other related field, or equivalent work experience.
ii. Skills and Abilities
1. Must have experience with MS Project, the industry leading project management tools and software, including resource loading, baselining, complex dependencies, critical path, etc.
2. Must be highly self-motivated and self-directed.
3. Must have team/project leader and interpersonal skills.
4. Must have strong data analytics skills.
5. Must have excellent oral and written communication skills and be able to adapt message to a variety of stakeholders.
6. Must have strong documentation skills.
7. Must have the ability to effectively prioritize and execute tasks.
8. Must have keen attention to details.
9. Ability to build partnerships and collaboration between individuals and project teams.
10. Ability to work in a dynamically changing environment as well as the ability to work effectively while under pressure.
11. Ability to effectively prioritize and execute tasks.
12. Ability to present ideas and multi-task in an organized and highly efficient manner.
iii. Experience
1. Three (3) plus years of overall IT experience across various phases of the Software Development Life Cycle (SDLC) projects.
2. Three (3) plus years of experience developing project artifacts/process flows to meet project, delivery, oversight, and compliance requirements.
3. Experience in collaborating with senior and executive management, including the Agency Head, Business Unit Directors, General Counsel, and Inspector General.
4. Experience with SaaS/COTS products.
5. Experience in business analysis and development of process flows.
6. Experience in database & application design.
7. Experience developing technical specifications documentation.
8. Experience with a change management process.
9. Experience with system testing including user acceptance testing (UAT) experience.
10. Experience working and collaborating with diverse stakeholder groups, both internal and external.
11. Experience working on high availability applications.
iv. Certifications
1. Certification(s) related fields are desirable.
v. General
1. Office Automation/Productivity Tools: Proficient in Microsoft Excel, PowerPoint, Project, SharePoint, Visio, Adobe Acrobat, and Word.
2. Communication: Team player with excellent verbal and written communication skills; Active Toastmasters strongly preferred.
3. Experience in the Health and Human Services domain is preferred.
vi. Required Training
1. The Candidate must successfully complete the required Agency training courses (E.g., Security Awareness, Ethics, and Public Records Compliance trainings) within thirty (30) days of their start date.
Responsibilities
The Business Analyst will be responsible for the following:
1. Coordinates business process standardization sessions with subject matter experts (in collaboration with assigned project team).
2. Coordinates process mapping meetings (in collaboration with assigned project team).
3. Supports the development and monitoring of business/functional requirements to confirm alignment with future standardization processes.
4. Assists in documenting specifications for conversions, upgrades, interfaces, reports, and workflows.
5. Supports development of configuration guides.
6. Owns and drives results/solutions associated with their subject matter expertise.
7. Develop materials to support projects.
8. Completes assigned tasks in accordance with the Project Schedules.
9. Coordinates with the APD staff and Contractors on deliverables and scheduled activities.
10. Informs the Team Lead of risks and issues that may impact the projects.
11. Identifies continuous improvements to tools, templates, and processes.
12. Produce monthly, quarterly, or annual reports, assigned.
13. Complete transition services, including facilitating lessons-learned documents, and providing all other documents, software, software licenses, and other Project artifacts to the team as it relates to the work performed under the PO.
14. Assist the team to troubleshoot and resolve issues in production systems as requested.
15. Act as an effective team player and communicator.
16. Communicate consistently and effectively with the project team.
17. Build partnerships and collaboration between individuals and project teams.
18. Review deliverables for accuracy and completeness working with the Vendor project team to address deficiencies.
19. Follow and work with the management, release management, and deployment process.
20. Work effectively with cross-functional business units and groups with varying functional backgrounds (operational, technical, programmatic, etc.).
21. Perform other duties as assigned.
22. Attends and leads meetings as necessary.
23. Assists project teams with reports, monitor project progress, capture metrics, and conduct research/analysis in support of the projects.
24. Identifies continuous improvements to tools, templates, and processes.
