Job description:
Mandatory Knowledge, Skills and Abilities:
• Bachelor's Degree in Computer Science, Business Administration, or other related IT fields
• Minimum of 5 years of experience as a Business Analyst
• Extensive knowledge of Business Process Model and Notation (BPMN)
• Experience with meeting facilitation
• Experience with business analysis and requirements documentation
• Experience in designing quality test processes to identify defects
• Experience performing differing test methodologies in IT projects to find defects
• Strong communication skills, both verbally and in writing
• Ability to work independently and cooperatively with project team members and stakeholders
• Ability to deliver assignments in the agreed schedule and of effective quality
• Accountable to the FDLE assigned Project Manager for all phases of LBR project
Description of Major Duties & Deliverables
The person in this position:
• Is skilled in business analysis to provide the deliverables within an Information Technology (IT) project.
• Is responsible for clear communication between stakeholders and the project team to document detailed functional and non-functional requirements within the scope of the project.
• Is responsible for ensuring the upgraded MEPIC system meets the business requirements.
Business Analyst responsibilities include, but not limited to the following:
• Facilitating Joint Application Development (JAD) sessions for detailed requirements
• Documenting business processes and business requirements
• Analyzing business requirements to help define and design solutions to meet the requirements
• Creating the requirements traceability matrix to map requirements to test cases
• Documenting the use cases and test cases
• Performing various methods of testing to ensure a minimal defect system
• Documenting project deliverables
• Providing status reports to the Project Manager
• Assisting in user training for a train-the-trainer approach
• Ensuring customer expectations are met with the project
Deliverables:
• FL Digital Services required deliverables
• FDLE required system deliverables
• Daily Status to Project Manager
• Bi-Weekly Project Status Reports
• Documented Detailed Business and Technical Requirements
• Requirements Traceability Matrix (RTM)
• Documented Design Documents, including Prototype Wireframes
• Documented and executed Test Plans
• Documented User Acceptance
• Documented Defects during Testing and Test Cycle Summaries
• Updated and current Project Workbook (updated bi-weekly)
• Documented Issue Register
• Documented Change Logs
• Documented Action Items Register with follow-ups for timely completion
• Documented and current Decision Log during the project
• Documented Lessons Learned during each phase of the project
• Documented Project Close-out Report
• Execution of effective test strategies
• Documented MEPIC system meeting the requirements in the LBR (or approved Change Logs) within the LBR timeframe
• Documented Operations & Maintenance Plan
• Knowledge transfer to the FDLE ITS MEPIC Maintenance Team.
Preferred Knowledge Skills and Abilities:
• Master's Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent work experience
• Experience as a BA in J2EE developed software projects

• Entry Certificate in Business Analysis (ECBA)
• Certificate of Capability in Business Analysis (CCBA)
• Certified Business Analysis Professional (CBAP)
