What You'll Be Doing

• Participate as a lead resource in diverse assignments aimed at enhancing, integrating, maintaining, and implementing projects.
• Provide oversight to Business Analysts supporting Public Health applications.
• Draft high-level functional requirement documents.
• Conduct business requirements analysis, perform gap analysis, and develop detailed functional requirements.
• Execute full Software Development Life Cycle (SDLC), gather requirements, and write specifications for complex projects.
• Develop functional design documents and collaborate with stakeholders for review and approval.
• Create user stories and task breakdowns for agile projects.
• Design prototypes, mockups for user review and approval.
• Utilize flowcharts, screen layouts, and documentation to ensure logical flow of system requirements.
• Assist with Enterprise Architecture Solution Assessment (EASA), Hosting documents, and Firewall Rules.
• Draft Local Change Board and Request for Information (RFI)/Request for Proposal (RFP) documentation.
• Design, develop, and implement test plans and reports.
• Conduct tests to verify accuracy of program logic and expected outcomes.
• Assist with UAT testing, test case development, and post-implementation testing.
• Differentiate between defects and new requirements.
• Track and log defect entries.
• Facilitate Request for Change (RFC) implementation.
• Update system documentation post-upgrades.
• Monitor applications during peak production times.
• Provide application support for DTMB-maintained business client applications.
• Deliver products and services embodying core business analysis concepts.

The Right Person Has

• 8+ years of business analysis experience for complex computer systems.
• 8+ years in developing functional requirements for development projects.
• 8+ years in developing and implementing test plans and cases.
• 5+ years in Agile development processes, including test-driven development.
• Over 8 years in creating, updating, and maintaining systems documentation.
• Experience with Azure DevOps or similar tracking applications.
• Experience working with HIPAA Data.
