Job Description:
As a Business Analyst, you will play a key role in the enterprise-wide implementation of a new Grants Management Solution. This solution will unify grant administration processes across multiple business units, replacing fragmented systems with a standardized, modern platform. You will work closely with agency stakeholders, IT teams, and the selected vendor to define and align business requirements, evaluate solution capabilities, and support onboarding efforts across departments.
Key Responsibilities:
• Elicit and document detailed business, functional, and non-functional requirements across multiple state business units.
• Analyze and compare existing grant-related processes to identify standardization opportunities.
• Translate complex requirements into user stories, process flows, and configuration documentation.
• Evaluate vendor solution capabilities to distinguish between standard features and configurable elements.
• Act as liaison between agency users, technical teams, and vendors to ensure alignment of business needs.
• Support change management and training by assessing current and future state workflows.
• Assist in testing, validation, and user acceptance to ensure solution accuracy and readiness.
• Contribute to the development of governance models for enterprise-wide change management.
• Help create a reusable implementation playbook for onboarding additional business units.
• Provide clear documentation and guidance throughout the implementation lifecycle.
Required Skills, Experiences, Education, and Competencies:
• 7+ years of experience in business analysis with large-scale technology implementations.
• Direct experience with public sector grant lifecycle processes (application through reporting).
• Experience implementing standardized enterprise solutions across disparate systems.
• Demonstrated success working with COTS/SaaS platforms and evaluating vendor solutions.
• Proven ability to collaborate across multiple business units and large stakeholder groups.
• Exceptional analytical and critical thinking skills; able to distill complex processes into clear requirements.
• Strong facilitation and stakeholder engagement skills with ability to drive alignment and consensus.
• Highly organized with excellent communication skills and strong documentation proficiency.
• Proficiency in tools such as Microsoft Office, JIRA, Confluence, Visio, and Miro.
• Preferred: IIBA CBAP certification, government/nonprofit experience, or a degree in business, public administration, or information systems.
The hourly range for roles of this nature are $45.00 to $80.00/hr. Rates are heavily dependent on skills, experience, location, and industry.
