Office of Family Assistance

The Office of Family Assistance (OFA) oversees cash and food assistance programs, work support programs for recipients of cash and food assistance, and refugee programs. Learn more about the office by visiting the Office of Family Assistance webpage .

What You'll Do

Under general supervision, you'll help support and improve the Ohio Benefits system, which handles public assistance programs like Temporary Assistance for Needy Families (TANF), Food Assistance, and Ohio Works First. You'll work closely with IT staff, county agencies, and other partners to make sure the system meets user needs, follows the rules, and runs smoothly. Th e final candidate selected for this position will perform the following duties:

Requirements & Design Review:
  • Help define what the system needs to do based on program rules and laws
  • Review technical documents to make sure they align with program goals and user needs
System Testing & Implementation:
  • Create and run tests to make sure system changes work as expected
  • Test how the system handles real-life user scenarios
  • Support the transition from old systems to new ones
  • Help users understand how to use the new system
Technical Support & Troubleshooting:
  • Answer questions and solve problems from system users
  • Figure out whether issues are caused by the system, users, or outside vendors
  • Work with IT teams and vendors to resolve technical problems
User Communication & Training:
  • Write user guides and training materials
  • Lead workshops or training sessions on new or updated procedures
  • Train external partners like banks and processors on how to interact with the system
Program Compliance & Monitoring:
  • Make sure the system and users are following federal and state rules
  • Monitor county agencies to ensure they use the system correctly
  • Suggest improvements to keep the system effective and up-to-date
Data & Reporting:
  • Collect and analyze data on system issues
  • Report problems and suggest fixes
  • Help ensure accurate reporting of public assistance program data
Collaboration & Policy Input:
  • Work with other state departments, contractors, vendors, and local agencies
  • Provide input on how new rules or changes to the law should be built into the system
  • Stay up to date with changes in public assistance policies and adjust technical support accordingly
Other Duties:
  • Attend staff meetings, conferences, and training sessions
  • Work on special projects as needed
  • Maintain clear documentation, records, and reports

Qualifications

The ideal candidate, at minimum, must have the following:
  • Completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field (note: this required education and/or experience shall not be applied to satisfy the following),
AND
  • For Ohio Benefits System positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying public assistance laws, policies & procedures mandated by Ohio Department of Job & Family Services & using Ohio Benefits; 6 mos. trg. or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.

Pay Information

T his position is in the State of Ohio's SEIU/1199 Pay Range 13. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $33.45 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
