RATE: $44/hr - $55/hr

Overview: The client is seeking a skilled Senior Business Analyst to provide both technical and administrative direction for software development initiatives supporting key operational and compliance programs. The successful candidate will play a pivotal role in ensuring that system enhancements and reporting capabilities align with user needs and organizational goals. This position will collaborate closely with product owners, technical project managers, development vendors, and business stakeholders to improve efficiency, support regulatory compliance, and enhance customer experiences. The role involves daily collaboration, detailed analysis, stakeholder communication, and the delivery of clear and actionable business requirements.

Key Responsibilities
  • Provide technical oversight and administrative guidance to product owners and technical teams on software development tasks, ensuring quality, consistency with design standards, and adherence to project schedules.
  • Collaborate with program management, operations teams, and vendors to groom backlogs, define epics, draft documentation, and drive business process improvements.
  • Facilitate daily standups, sprint reviews, and other agile ceremonies; report on progress via weekly status reports and summary updates.
  • Identify data reporting needs across programs, document requirements, create dashboards, and support enhancements to Business Intelligence tools.
  • Develop clear user stories and requirements for O&M vendors, prioritize work orders, and assist in risk identification and mitigation planning.
  • Participate in automating compliance processes, financial invoicing, role assignments, and database updates for core systems (MARS, MDCS, FMIS).
  • Conduct feasibility studies and cost-benefit analyses to support decision-making by the IT Steering Committee.
  • Document "as-is" and "to-be" states of business processes through stakeholder interviews, documentation review, and process mapping.
  • Support system testing activities by developing test cases, acceptance criteria, and requirements traceability matrices.
  • Ensure all deliverables comply with accessibility standards including WCAG 2.1 Level AA, Section 508, and ADA Titles II & III.
  • Operate as a spokesperson during interactions with executive leadership, recommending IT solutions and supporting RFP development, system enhancements, and interdependent project assessments.
  • Maintain project documentation in compliance with the State Software Development Life Cycle (SDLC) and support continuous knowledge transfer and collaboration.
Qualifications:
  • Bachelor's degree in Business, Information Systems, or a related field.
  • Minimum of 5 years' experience as a business analyst in an IT-focused environment.
  • IAAP Certified Professional in Accessibility Core Competencies (CPACC)
  • IAAP Web Accessibility Specialist (WAS)
  • Certified Usability Analyst (CUA) or similar
  • Proven experience in eliciting, analyzing, and documenting business processes and technical requirements.
  • Strong communication skills with the ability to engage with executive-level stakeholders and translate business needs into clear documentation.
  • Proficiency in developing process diagrams using Microsoft Visio or equivalent tools.
  • Familiarity with Agile project methodologies and tools such as Azure DevOps or similar.
  • Experience in creating dashboards and supporting business intelligence initiatives.
  • Knowledge of accessibility compliance standards and usability principles.
  • Familiarity with collaborative productivity platforms like Google Workspace.
  • Strong organizational and project management capabilities with a proactive and solution-oriented approach.
