How your work would contribute to our organization and the Twin Cities region:

TheBusiness Analyst3role is to ensure that technical solutions being developed satisfy the needs of the business. At varying levels, positions work with the business to identify opportunities for improvement in business operations and processes; are involved in the design or modification of business systems or IT systems; gathers, documents, and analyzes business needs and requirements; documents the functional design of a system; and may help test the system and create system documentation and user manuals.

Note: Candidate's permanent residence must be in Minnesota or Wisconsin. This position is eligible for a hybrid (both remote and onsite) telework arrangement. The position is based out of our Heywood office in Minneapolis but may occasionally require travel to our Jackson Street office in St. Paul.

What you would do in this job
•   Assesses existing business processes related to Metro Transit departments, including the collection and definition of business and technical requirements to help meet the objectives of the overall initiative.
•   Crafts Business Process Mapping diagrams as well as Stakeholder and Functional Requirements documents for various aspects of Metro Transit operations.
•   Works with business partners within all business functions across Metro Transit to align technology solutions with the Metro Transit Forward strategic framework.
•   Meets regularly with business functions across Metro Transit to track technology and business transformation initiatives and catalog all initiatives for review by executive leadership.
•   Recommends and implements business process changes, and business process redesign and documentation as needed for new technology and business transformation efforts.
•   Works on department or agency wide assignments that are new or novel. Formulate new procedures/policies that on the moderate to large scope.
•   Analyzes operations to understand their strengths and weaknesses to determine opportunities for improvements. What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in business analysis work including functional requirements gathering, business process mapping, process improvement methods and techniques, information technology knowledge with emphasis on databases, spreadsheets and report, and/or asset management and completed education in business administration, computer science, data science, information management, or closely related field:
•   A high school diploma/GED with eight (8) years of progressive experience.
•   An associate degree with six (6) years of progressive experience.
•   A bachelor's degree or higher with four (4) years of progressive experience. What additional skills and experience would be helpful in this job (desired qualifications):
•   Strategic planning skills.
•   Skills and experience with use of business process mapping techniques and templates.
•   Experience doing functional requirements gathering for large technology and business transformation projects.
•   Ability to promote and support an equitable, positive, and respectful work environment that values cultural diversity among all employees
•   Ability to work independently at a high level on many different workstreams at once, managing multiple analysis efforts across varied departments. What knowledge, skills and abilities you should have within the first six months on the job:
•   Knowledge of goals, operating procedures, workflow, and regulations regarding departments functions.
•   Knowledge of workflow analysis and simplification techniques.
•   Ability to use diagraming software such as Microsoft Visio.
•   Ability to read, analyze and interpret professional journals, technical procedures, and government regulations.
•   Ability to write reports, business correspondence and procedure manuals.
•   Ability to effectively present information and respond to questions from groups of customers or clients.
•   Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.
•   Skilled at providing client services to the public and other agencies within the organization.
•   Skilled at acting with tact, courtesy, and cooperation in dealings with others where the primary purpose is the exchange of information.
•   Intermediate computer skills in word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access, and Power Point). What you can expect from us:
