POSITION SUMMARY The Department of Central Management Services (CMS), Office of Finance & Management, is seeking to hire a Public Service Administrator, Option 2 (Finance), to serve as a Fiscal Manager under the Chief Fiscal officer (CFO). The ideal candidate will be a self- motivated professional capable of working in a fast paced, professional environment. This position provides support to the agency CFO regarding financial planning, budgeting, rates and pricing, and overall division financial support to CMS bureaus and programs. POSITION ESSENTIAL FUNCTIONS Subject to administrative direction of the Deputy Director - Chief Fiscal Officer (CFO) Office of Finance & Management (OFM), performs complex budgetary analysis for budget development and monitoring of multiple assigned funds. Calculates projections, monitors, and controls the spending plans for assigned funds for assigned CMS funds and bureaus. Coordinates the procurement of goods and services in compliance with Procurement rules and agency procurement standards Serves as a Technical Fiscal Liaison for the CFO, Bureau Financial Managers, and the Agency. Coordinates assigned fiscal audits. Provides coverage and serves as a backup to the other OFM Bureau Fiscal Managers performing complex budgetary analysis for budget development and monitoring of assigned funds within the assigned Bureaus and Divisions to meet the needs of workflow assignments for CMS. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. MINIMUM QUALIFICATIONS Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in finance or accounting. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in finance and/or accounting roles with extensive knowledge of developing budgets, reporting financial results, managing cash flows, and developing metrics. PREFERRED QUALIFICATIONS Prefers extensive knowledge of pricing and rate setting, revolving fund management, and federal claiming rules. Prefers three (3) years' professional experience managing a supportive program for a large organization or state agency. Prefers extensive knowledge of data management and accounting related operational systems. Prefers extensive knowledge of using effective verbal/written communication skills and interpersonal skills. Prefers extensive knowledge of using Microsoft Excel, Access, Word, Outlook, and PowerPoint.
