The Office of the Budget is directed by the Budget Officer, who is appointed by the elected County Executive, and who reports directly to the Chief Administrative Officer. The Budget Officer is responsible, upon his own initiative or upon request, for assisting agencies in the preparation of their budgets and in improving budget execution and reducing costs.

The Office of the Budget includes eight full-time analytical positions including this vacancy, in addition to the Budget Officer. This is responsible professional work in analyzing and developing budgets and improved managerial organization and practices. The Budget and Management Analyst I is "entry" level class; The Budget and Management Analyst II is the "developmental" level class, while the Budget and Management Analyst III is the "full performance" level class. As Budget and Management Analyst series employees gain experience, they are given more complex assignments and are expected to work more independently. Generally, the only difference between assignments given to a Budget and Management Analyst II or III is the level of complexity and the level of supervision required.
