Fort Belvoir, VA, US QED Systems, LLC, is currently recruiting a Budget Analyst to join our team at Fort Belvoir, VA to support our customer, Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2). Duties: Performs a variety of budgetary functions implementing the organizations budgetary program, policies, and procedures. Develops, formulates and revises the program's budget request.
Responsible for developing estimates for civilian pay and benefits, travel and other Elements of Resource (EOR). Manages assigned program in accordance with funding limitations provided on Funding Authorization Documents (FADS). Consolidates the accuracy of budget data estimates by the use of statistical techniques, e.g., extensions, averages, trend analysis of historical data.
Monitors and tracks obligations and expenditures for assigned activity accounts on related budgetary forms, schedules, and reports. Verifies that obligations and expenditures occur on a timely basis in accordance with the annual work plan and regulatory controls and are within amounts programmed. Resolves any discrepancies. Required Skills & Experience: Detailed-oriented with excellent technical, verbal, and written communication skills.
Requires at least two (2) years' experience performing relevant operations within Standard Operation and Maintenance Army Research and Development System (SOMARDS) General Fund Enterprise Business System (GFEBS), and/or Logistics Modernization Program (LMP). Required Clearance: ACTIVE CLEARANCE LEVEL REQUIRED: Secret Qualifications: Bachelor's degree in Business or Accounting required. At least ten (10) years of direct relevant experience is required. An additional ten (10) years of direct relevant technical experience may be substituted for education. Travel: Travel of not more than 10% is expected for this position. Travel will include continental United States and outside continental United States. Work Environment: This position will be co-located with the customer and other contractors in Government office spaces. Duties also include conducting system evaluation, repair, upgrade, and technical measurements in a military field environment in adverse weather conditions.
