ANSER is seeking a Budget Analyst to assist the Department of Defense (DoD) Chief Information Officer (CIO) onsite at the Pentagon in Arlington, VA. Day to Day Responsibilities: Support the review of cyber budgets across DoD and development of future cyber budget estimates with replicable and defensible data on projected cyber planning, programming, and budgeting. Support ongoing processes to improve visibility into cyber investment activities within the Select & Native Programming Data Input System for Information Technology (SNaP-IT) budgets and spending across all DoD cyber portfolios. Provide assistance in developing, reviewing, or modifying Cyber Cost Models and/or strategies. Attend and support program and/or portfolio reviews for the DoD cyber infrastructure and cybersecurity portfolios or investments; investment descriptions; categorization of service and agency efforts to invest descriptions; Congressional Budget Justifications, and budget baselines. Assist DoD CIO in adhering to SNaP-IT database requirements in accounting for and reporting major investments and facilitating the Planning, Programming, Budgeting and Execution processes (PPBE). Provide programmatic information for the President's Budget, congressional reports, briefings and testimony, and Congressional Justification Books. Provide executive secretariat support for Senior Executive Service (SES)/General Officer governance forum meetings. Review, edit, and format written policy, guidance or instruction documents. Track process deliverables and milestones to meet deadlines. Draft briefings, meeting notes, and coordination materials. Required Qualifications: Must possess an active TS/SCI security clearance Demonstrated experience with current DoD budgetary principles and their associated operational impact Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and / or Military services. Demonstrated experience working with budget databases to include Defense Resources Data Warehouse (DRDW), Select & Native Programming Data Input System for Information Technology (SNAP-IT), and / or Defense Information Technology Investment Portal. Demonstrated experience writing and or researching within DoD Appropriations and budget documents. Excellent written communication skills. Expert level user of Microsoft Office Software, specifically pivot tables in Excel. Preferred Qualifications: Experience writing official public releases, media releases, strategy documents and or DoD communications experience. Experience with IT or cyberspace activities with the military services and / or Defense Agencies and Field Activities.
