Description

The Billing and Energy Conservation Program Coordinator works with indirect supervision to perform and oversee an array of activities related to Utility Billing and Energy Conservation Rebates. This position participates in the administration of utility billing ensuring that utility functions are appropriately administered. This position also collaborates with outside vendors and service providers as well as generates reports and maintains processing schedules for system operations. The Billing and Energy Conservation Program Coordinator maintains and administers the energy conservation rebate program. Other duties of the position include accounting, customer service, billing, auditing/balancing/reconciling financial records, and other duties as assigned.
Essential Job Duties

  1. Provides friendly customer service, by telephone and in person.
  2. Coordinates utility billing workflow processes to meet administrative and distribution deadlines; works with 3rd party vendors as required.
  3. Files and maintains utility billing records and journals.
  4. Makes recommendations to the Finance Director for policy/problem resolution or appropriate course of action.
  5. Manages archiving, records retention, and purging of utility billing documents.
  6. Processes all aspects of the meter reading cycles, runs all reports necessary, and reviews reports for accuracy.
  7. Responds to after-hours payment and reinstatement of utilities to properties that have been disconnected as required by the Finance Director. Dispatches necessary public works crew needed for applicable reinstatement.
  8. Produces spreadsheets, word processing documents, and maintains and administers numerous documents.
  9. Coordinates with public works crews and 3rd party vendors to investigate meter issues and make repairs as needed, updates new and retired meter information into appropriate databases and accounts.
  10. Responds to requests for information; independently assesses appropriate response or required actions; directly responds to resolve issues.
  11. Processes deposits and overpay refunds, owner and tenant manual bills, utility assistance vouchers, water leak adjustments, meter reading adjustments, and escrow requests.
  12. Markets the Blaine utility rebate program to ensure compliance with administration's goals.
  13. Develops, manages, and maintains Blaine's energy rebate program.
  14. Monitors, measures, and evaluates effectiveness of the energy rebate program.
  15. Facilitates rebate reimbursement between the utility customer and rebate provider.
  16. Maintains compliance with the requirements of Bonniville Power Administration or Blaine's wholesale electric provider.

Qualifications

Education and/or Experience
  • Associate of Arts degree from an accredited college with major course work in accounting, business, or computer science, or a technical degree in metering.
  • Minimum two (2) years of responsible accounting experience in utility billing and related experience in systems for water and/or electric utilities. Local government experience preferred.
  • Experience with energy conservation and rebate programs.
  • Equivalent combination of education and experience that provide the incumbent with the necessary qualifications may be considered.
Knowledge, Skills and Abilities
  • Knowledge of energy conservation and rebate programs.
  • Knowledge of data network infrastructure.
  • Knowledge of methods and techniques of statistical data collection and analysis.
  • Able to effectively communicate with various individuals.
  • Ability to respond to situations outside of regular office hours.
  • Ability to critically think and problem solve utility billing and meter reading software and equipment issues.
  • Ability to maintain and apply a current working knowledge of utility billing and meter reading functions in a governmental setting.
  • Ability to establish and maintain effective working relationships with employees, supervisors, elected officials, personnel from Federal, State, and other local entities, and the general public.
  • Ability to interact with people beyond giving and receiving instructions. Ability to perform under stress and when confronted with persons acting under stress.
  • Ability to communicate effectively, both orally and in writing; in clear, concise language appropriate for the purpose and parties addressed. Must use tact, discretion and courtesy to gain the cooperation of and establish and maintain effective working relationships with public officials, consultants, vendors, co-workers, other departments, and diverse members of the public.

  • Ability to analyze data from a variety of sources and formulate goals, analyzes alternative solutions, recommend solutions, and implement decisions.
  • Ability to work efficiently with indirect supervision in carrying out assigned tasks.

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Exhibits proficiency in computing including effective use of proprietary governmental billing and metering software such as Vision Municipal Solutions, Application Software Products, Sensus Metering Software and Analytics Software, as well as open market software such as the Microsoft Office Suite of products. Must understand or be able to learn a variety of word processing applications, spreadsheet programs, and databases.
  • Ability to attend management and professional meetings and seminars.
  • Ability to maintain confidentiality of information.
Licenses/Certificates/Registrations
  • Must have a valid driver's license and appropriate insurance at the time of hire for work related travel. Driving record must be free of any significant moving violations.
  • Ability to pass required appropriate background checks.
