POSITION SUMMARY:

The Bilingual Housing Coordinator is responsible for providing property management to the Elderly and Multi-Family low-income housing/Apartments to ensure compliance of the day-to-day operations of rental property following Housing Authority and HUD guidelines.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Prepare and submit reports in a timely manner as needed and required by funding sources, county, city, program director, etc.
  • Work in collaboration with the Director of Safety, Security & Facilities related to inspections, maintenance, and repairs to assure meets standard regulations.
  • Represent UCC at professional meetings, seminars, conferences, etc.
  • Responsible for overseeing the operations of the Elderly and Multi-Family Low Income Housing, such as tenant management, property maintenance, financial management, and property upkeep.
  • Manages and assists with the application process to determine eligibility and processes, including, but not limited to: determining family income, rent computation, income verifications, and exercises approval over applications for residency and lease agreements based on required application data collected and background information. Orients new residents on the practices of the Housing Authority, HUD guidelines, rules, and regulations.
  • Manages and assists with the rental program to assure eligibility following Housing Authority and HUD guidelines, including, but not limited to: lease enforcement and rent collection, charges, resident notices, mailing, community service requirements, move-in, move-outs, work orders, inspection of units, transfer requests, annual/interim re-certifications, monthly rent-rolls, rental adjustments and ensures household income and family composition is in compliance with Housing Authority policy and procedures and Federal regulations. Monitors delinquencies, initiates, and attends court actions for past due rental accounts for forcible detainers, small claims, and wage garnishments. Handles and resolves complaints regarding applicants'/residents' concerns about eligibility or ineligibility. Initiate eviction proceedings as needed.
  • Coordinates residents' services, including, but not limited to: investigation of complaints, disturbances, and violations of rules and regulations, response to questions and complaints from the residents and the public; showing of apartments to prospective residents.
  • Performs interviews and in-house inspections to update files and conducts interim/annual recertifications with residents for continued occupancy to ensure compliance with the screening of applicants for residency in accordance with HUD rules and regulations and Housing Authority policies and procedures.
  • Collaboration with the maintenance staff in assuring the completion of work orders for repairs, grounds maintenance and security of the property in compliance with HUD guidelines, rules and regulations, including, but not limited to: inspections of grounds, properties and non-dwelling and common areas, to determine necessary repairs and maintenance to include move-in and move-outs, inspections of property for damages, and ensure grounds and units are properly maintained.

Qualifications

To be qualified for this position, an individual must meet the following standards and be able to perform the essential functions of the job:
  • Associate Degree (Bachelor's Degree in Business Administration preferred) with two (2) years progressively responsible in supervision and administrative operations related to housing and maintenance of multiple public or private facilities.
  • Minimum of one (1) year of experience in Public Housing/Section 8/Fair Housing required.
  • Occupancy Specialist Certification; preferred. Ability to complete the Certified Occupancy Specialist training and pass certification test within 6 months of employment.
  • Experience implementing programs and supervising staff.
  • Fluent in Spanish and English.
  • Excellent communication skills, detail-oriented, and ability to meet deadlines.
  • Have the ability to work in a multi-cultural environment.
  • Access to reliable transportation and auto insurance coverage.
WORKING CONDITIONS:

Work requires to be performed in a variety of settings with varying levels of cleanliness, noise, sitting, standing, walking, squatting, bending, use of stairs, lifting and carrying over 50 lbs., pushing, pulling, and dragging.
