Associate Director of Engineering and Utilities, Facilities Services The University of Montana invites applications for the Associate Director of Engineering and Utilities , for Facilities Services. This position will assist the Director in the efficient management of human, fiscal and physical resources to provide facilities and infrastructure, which support the mission of the university.
This position is specifically tasked to provide multi-discipline professional engineering services, utility operations and budget administration, technical maintenance and operations services to campus personnel and facilities, and develop Facilities operating policies, procedures, priorities, methods and philosophies. Assists the Planning and Construction Department of Facilities Services in maintenance, infrastructure, and new building projects.
This position is a contract professional and serves at the pleasure of the President. This position may also require adherence to university compliance training such as: Conflict of Interest, Sexual Harassment Prevention, Information Security, and Injury and Illness Prevention Program.
Responsibilities:
• Responsible for assisting the Director with all Facilities Services activities, and providing operations management. Includes representing Facilities at special events, meetings, and on committees, attending special training and conferences, and coordinating or directing special projects.
• Directly responsible for providing multi-discipline professional engineering services, utility operations and budget administration, technical maintenance and operations services in support of all University functions.
• Manage central heating and power plant including cogeneration, utility distribution systems and maintenance; HVAC-R systems maintenance for 4.5 million sq.ft. of building space at the University of Montana - Missoula; emergency response and operations.
• Provide professional design services, plan/code review, cost and benefit estimates, project administration.
• Forecast utility consumption, use profiles and rates. Administer annual utility and operations budgets of $6 million. Administer resource conservation and energy management. Secure grand funding for, and implement, conservation projects.
• Monitor local, regional and national utility rate trends and activities. Represent UM in utility proceedings with agencies such as the MT Public Service Commission, City of Missoula and public utilities regarding rate issues, design and development. Manage acquisition, storage, and transportation of utility commodities in an open-market environment.
• Manage and supervise professional and skilled employees. Administer labor contracts, direct work unit activities, perform a full range of personnel supervisory tasks, make organizational and operational changes necessary to meet departmental goals.
• Administer annual and utility budgets of $6 million. Manage capital equipment and materials of several hundred thousand dollars.
• Secure and manage conservation grant monies of up to several hundred thousand dollars annually under delegation from State A&E/DEQ agencies. Co-manage multimillion-dollar construction activities and projects. Position Details
• Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program.
• Salary for this position is $85,000- $90,000 per year commensurate with qualifications. Required Qualifications
• Bachelor's degree in Mechanical or Electrical Engineering (Mechanical Engineering preferred) with licensure as a Professional Engineer in the State of Montana (or ability to obtain MT license by comity within 6 months.
• Record of progressively responsible engineering and facilities operations management experience in a large, multi-building complex, preferably in public institution environment.
• Record of successful management experience in utility production, distribution and utilization systems with preference in central plants.
• Comprehensive knowledge of engineering (primarily mechanical and electrical), utility systems and plant operations.
• Demonstrated success in personnel supervision and management.
• Experience in budget management.
• Experience in resource conservation and energy management.
• Comprehensive knowledge of construction project management practices and codes
• Experience in contract administration and construction estimating
Preferred Qualifications
• Experience in utility forecasting, regulated utility rate-making concepts and open market commodity procurement.
• Utility resource economics knowledge.
• Experience with storm water permit management.
• LEED accredited professional certification.
• Experience working in a union environment.
• Experience working with state and local government agencies.
