Job Description

This position will serve as the manager for the audit, valuation, and certification section and will supervise and direct the processing of documents, forms, filings and valuation reports for programs under the State Tax Commission, including properties subject to Act 282 of 1905 (railroads and railcar companies) assessed by the State Tax Commission, petitions for omitted or incorrectly reported property under MCL 211.154 rolls, and manage all aspects of the State Average Tax Rate program. This position will also direct the valuation of the valuation Department of Natural Resources Payment in lieu of Taxes (DNR PILT) properties and the furnishing of valuations to the local assessing units. This position is responsible for managing staff's work with the State Tax Commission committees including the Assessor Discipline Advisory Committee (ADAC) and Education and Certification Advisory Committee (ECAC). Other functions include responding to technical questions related to assessment of all types of property to assist with the administration of the General Property Tax Act.

Required Education and Experience

Education

Possession of a bachelor's degree in any major.

Experience

Note: A position is considered professional if the job requires a bachelor's degree.Qualifying experience is counted post bachelor's degree.

Four years of professional experience in real estate equivalent to a Property Analyst, including two years equivalent to a Property Analyst P11 or one year equivalent to a Property Analyst 12.

Alternate Education and Experience

Certification as a Michigan Advanced Assessing Officer (MAAO) or Master Assessing Officer (MMAO) with the equivalent of five-years full-time experience as a Michigan Certified Assessing Officer qualifies for Property Manager.

Work must be performed in the state of Michigan.If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position prior to being appointed to the position. Relocation expenses are not reimbursed.

Hybrid Remote Work.This position is eligible to work remotely on Mondays, Thursdays, and Fridays, and must work onsite Tuesdays and Wednesdays. Selected candidate must have a safe and appropriate designated workspace or workstation for performance of work and secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload.

Special Requirements, Licenses, and Certifications

Equivalent combinations of nonprofessional experience, identified by the appointing authority and approved by Civil Service that are represented by subclass codes, will be accepted for classified, professional experience equivalent to the P11-level and above. The nonprofessional experience must be related to departmental programs and services that provide the required knowledge, skills, and abilities.

Some positions may require possession of a valid real estate, appraisal, and/or broker's license, or certification by the State Tax Commission.
