Primary Purpose:
Assists with the daily management of assigned employees within Psychiatric Services to include staff supervision and development, planning, budget, quality and facility operations and coordinating patient services to ensure high quality patient care and optimal outcomes. Serves as a patient advocate and staff resource to ensure safe, efficient and effective nursing services.

Minimum Specifications:
Education
- BSN Degree from an accredited School of Professional Nursing; -OR-
- Must be working toward a BSN Degree and complete within three (3) years of placement in job.
Experience
- Two (2) years of nursing experience in Psychiatric Services or Emergency Services.
Certification/Registration/Licensure:
Please note, all required certifications must be more than 30 days from expiration from start date.
- Current/Valid RN license or valid temporary permit with the Texas Board of Nursing or valid Compact RN license.
- Current/Valid Basic Life Support (BLS) healthcare provider certification, and the ability to maintain thereafter from one of the following: American Heart Association; American Red Cross; or Military Training Network.
- Must have Satori Alternatives for Managing Aggression (SAMA) certification, level 1-4, within 30 days of hire.
- Psychiatric Mental Health Nursing certification preferred.
Skills or Special Abilities:
- Provides care to assigned patient population in accordance with the current State of Texas Nurse Practice Act, established protocols, multidisciplinary plan of care, and clinical area specific standards.
- Must be capable of serving as a clinical resource for staff.
- Must have a working knowledge of assigned department operations including policies, personnel and budget management.
- Must be able to demonstrate effective management skills.
- Must have effective verbal and written communication skills in working with a diverse population of physicians, patients, nursing staff, management and administration.
- Must have knowledge of Parkland rules, regulations and policies relating to personnel and patient rights.

Responsibilities:
- Responsible for assisting in the daily management of Psychiatric Services activities to ensure high quality patient care and optimal outcomes. Selects, trains, schedules, motivates, supervises, and evaluates assigned staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers. Directly supervises time, attendance and patient care activities of assigned Nursing and ancillary staff. Delegates tasks effectively. Participates in orientation of new staff. Ensures assigned employees receive opportunities to further their knowledge.
- Provides patient care, assessing patient needs, planning discharge and arranging support services to ensure effective, high quality patient care. Serves as a clinical role model and educational resource to ensure high quality, effective patient services.
- Maintains and implements knowledge of all Parkland, The Joint Commission and clinical area rules, regulations, policies, procedures, laws and guidelines and ensures that employee activities are in compliance.
- Identifies and analyzes the design of jobs, work processes and flows in the unit. Implements appropriate changes to improve effectiveness, productivity and efficiency that support the overall goals of the Psychiatric Services and Parkland. Assists with monitoring quality management practices on the unit including Nursing Standards and Practices, competencies and accreditation of staff. Collaborates with staff, physicians, administration and risk management to evaluate and improve patient services.
- Stays abreast of the latest developments, advancements and trends in the Psychiatric Services by attending seminars or workshops, reading professional journals, actively participating in professional organizations and maintaining Texas Registered Nurse licensure. Integrates knowledge gained into current work practices.
- Responsible for tracking the effectiveness of unit policies and procedures and assisting the Service Managers in policy development or revision. Develops and evaluates staff activities to promote knowledge of all rules, regulations, policies, procedures, laws and guidelines that impact the Psychiatric Services and ensures compliance. Educates patients and families on rules and regulations.
- Responsible for a collaborative work team to ensure positive working relationships. Communicates effectively with physicians, students, and other departments such as Respiratory Therapy, Pharmacy, Property and Linen Services. Maintains good communication with other hospitals, government or regulatory agencies and community representatives.
- Responsible for effective facility management as measured by cleanliness, proper type, amount and functioning of equipment and overall environmental safety. Oversees timely and effective maintenance of equipment and rooms.
- Assists management in developing annual goals and objectives for the unit that reflect the mission and philosophy of Parkland and meet Psychiatric Services goals. Holds staff accountable for goals. Develops and implements strategies to improve department performance in collaboration with the Unit Manager and Director.
- Serves on multidisciplinary, department and Nursing committees as selected and assigned.
- Serves as a liaison and patient advocate. Assesses support services needed, expedites discharge, investigates and follows up on patient inquiries, complaints, injuries/incidents to ensure high quality care. Promotes respect for patient rights.
- Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the Psychiatric Services. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of the accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.

Seeks advice and guidance as needed to ensure proper understanding.
- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
