While NCA also serves clients beyond San Diego County, this position will primarily focus on our work within the San Diego region.
JOB DESCRIPTION
The Assistant District & Operations Manager will support the District Manager/District Director in managing two primary client contracts: the East Village Association (Downtown San Diego) and Another Client To Be Announced (Downtown San Diego).
Key responsibilities include:
- Overseeing daily administration of district operations
- Ensuring operational compliance with local, state, and federal employment guidelines and operational safety best practices.
- Research and procurement of the best available equipment and strategies to ensure an efficient and effective comprehensive maintenance operation.
- Supporting the oversight of in-house maintenance teams or contracted vendors to ensure high-quality service delivery
- Representing the District Manager at stakeholders, community, and civic meetings
- Facilitating the implementation of special projects, including placemaking and wayfinding initiatives
- Conducting outreach with local stakeholders and recommending project strategies
- Managing district databases, responding to inquiries, preparing meeting materials, and monitoring client communications
- Coordinating check-signing processes with client signatories
- Attending and taking minutes at Board and committee meetings
- Supporting the planning, promotion, and execution of community events
- Participating in weekly PR and social media update calls to maintain positive district representation
- Building relationships with Board members, city staff, law enforcement, property managers, and local businesses
- Represent as a Spokesperson with media outlets if District Manager is not available
- Performing additional duties as assigned by the District Manager
MINIMUM QUALIFICATIONS
- Bachelor's degree from an accredited four-year institution OR 4-5 years of relevant experience in urban planning, public space management, marketing, communications, property management, nonprofit work, community outreach, or advocacy
- Strong interpersonal and communication skills
- Self-motivated, proactive, and able to work with minimal supervision
- Collaborative team player
- Ability to manage multiple projects across different municipalities and stakeholders
PREFERRED QUALIFICATIONS
- Extensive operational experience overseeing employees, contractors, systems, etc.
- Background in government studies, public administration, urban planning, or property/business management
- Proficiency with Microsoft Office 365 (Word, Excel, PowerPoint, Outlook), Adobe Acrobat (PDF Editor), and database platforms (e.g., Claris FileMaker)
- Strong familiarity with social media platforms (LinkedIn, Facebook, Instagram, TikTok, Twitter)
- Spanish fluency
- Interest in local politics, community advocacy, business marketing, and public space improvements
COMPENSATION & BENEFITS
- Hourly: $40.87-$45.67 Salary: $85,000-$95,000 annually
- Overtime Permitted with Prior Authorization

SCHEDULE & WORK LOCATION
- Standard: Monday through Friday
- On Occasion: Weekends or Before/After Hours Based on Need
- In-person at Corporate Office in Little Italy, San Diego. Remote work is allowed with prior authorization, but is not a part of the position's standard schedule.
