Position Scope
The Ohio State University Wexner Medical Center (WMC) is committed to enhancing the quality of care provided to patients. The Assistant Director, Facilities Contracts and Acquisition is responsible for oversight and maintenance of the WMC enterprise Facilities contracts for supplies, materials, preventive maintenance, industrial systems and various facilities services. This position will have oversight of the operational budgeting and monitoring, contractor management, purchase orders and invoicing, as well as will manage the Contract Management Team and ensure the effective and efficient use of contracted labor. This position may collaborate with FOD OPS WMC District Engineering, and Facilities Design and Construction (FDC), FOD operations campus units and Ohio State Energy Partners (OSEP). Advises FOD and WMC leaders on operations and general maintenance of the assigned locations throughout WMC.
Systems and equipment are operated 24 hours a day, 7 days a week. Primarily works on first shift, but is subject to changes in shift, hours, days, and/or location as operations dictate. This position has been designated as essential and is subject to callback.
Position Summary
Under the general direction of the Senior Director, Facilities Operations and Engineering, this position oversees and provides direction of Facilities Operations and Development Medical Center District (FOD WMCD) contracted services and supplies; coordinates and analyzes complex data, and information; serves as a resource for department level decision making; identifies trends in data and makes resource projections; develops and implements new procurement procedures and methods; directs and provides oversight for administrative and operational processes; conducts meeting as necessary. The position will oversee annual supplies and services budgeting preparation for areas within scope; consults with individuals providing guidance to help support department needs; evaluates effectiveness of services through ongoing quality improvement method; establishes and monitors benchmark information and metrics; creates performance dashboards; leads and oversees all aspects of FOD WMCD service and supply contracts; develops scope of work, technical specifications, business requirements, including compliance and customer impacts; understands and negotiates university, medical center, and state requirements for bidding of services and supplies; coordinates timing and scheduling of contract dates, bid process, contract award; and ensures that FOD WMCD staff understand and appropriately apply contract terms. Directs the establishment and maintenance of the procedures, processes, supplies, equipment purchasing, and internal inventory best practices of facility supplies and equipment. Assures the consistent application of established Policies and Procedures; assesses needs, advocates for resources and defines strategies to meet the needs of maintenance and engineering services; continuously investigates opportunities to streamline operations to reduce the cost of operations. Trains, develops, and supervises shop staff; fosters relationships with others to provide planning, scheduling and supervision; performs highly skilled duties; coordinates & directs contractors & shop personnel; other related duties as assigned. Ensures environmental sustainability initiatives are integrated into all facilities operations. Oversees direction and creates workflow processing design of the Facilities stockroom upon transition from Supply Chain department.
Minimum Qualifications
For Hire:
- Bachelor's degree or equivalent education/ experience
- Seven (7) years of in business operations experience
- Proven team leadership and customer service skills and experience.
- Strong knowledge of supply chain best practices for building maintenance operations and engineering supplies and services
- Advanced knowledge of supplier performance metrics and standards implementation.
- Proficient with reporting, managing and use of data analytics
- Proficient with Microsoft 365 tools up to and including Excel, Word, Outlook, Note, Power Point, Teams
Desired Qualifications
- Experience working in a unionized environment.
- Facilities systems, equipment, and operational experience / exposure.
- Prior experience in business administration experience preferably in building maintenance environment
