POSITION: Assistant Budget OfficerREQUIREMENTS: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.Eight (8) years of professional experience in the development, evaluation, analysis, and revision of budgetary control systems and in budget preparation and presentation, one (1) of which shall have been in a supervisory capacity.
ORPossession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) of which shall have been in a supervisory capacity.
ORPossession of a master's degree in Public Administration, Business Administration, Government, Political Science, Economics, Industrial Engineering or Industrial Management from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) of which shall have been in a supervisory capacity.
EXAMPLES OF WORK: - Assists Budget Officer in all aspects of the budget development.
- Supervise the daily operations of the Budget Office in the absence of the Budget Officer.
- Process action forms for District Monthly Board of Education Meeting. Make sure that the fund is available and account numbers are correct.
- Complete special projects assigned by the Budget Officer.
- Analyze student enrollment and staff allocation during the budget development process coinciding with different programs available in each facility.
- Prepare the tuition rate action forms for all categories based upon the school-based budget.
- Assists in drafting the preliminary budget.
- Relates operational changes to budgetary requirements.
- Establishes and maintains budgetary controls.
- Prepares ordinances or resolutions as they apply to present and projected budgetary requirements.
- Reviews budgetary practices.
- Conducts research designed to improve budgetary administration.
- Develops financial and program activity reports.
- Performs administrative studies and develops work standards, measurement techniques, and reporting systems.
- Prepares correspondence and reports on budgetary and research matters.
- Assigns, reviews, and supervises the work of subordinates.
- Attends budget meetings and supplies necessary information or explanations.
- May assist in the performance of fiscal duties other than budgetary.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the JCPS.
- Review grant applications and budget prior to submission.
- Create the Grants Budget per approved grant application.
- Monitor grants expenditures and balances and advise the grant recipient if the budget modification is necessary.
- Ensure that all FTE and stipends are charged correctly to the grants as approved by the Board.
- Request the monthly funds from the Department of Education for all grants.
- Prepare required financial reports for grants.
- Assist the accounting department with monthly reconciliation in preparation of the Secretary's Report.
- Prepare TPAF/FICA report for Federal Grant employees.
- Complete year-end closing entries for all grants and prepare the CAFR schedules.
