Job Overview: Graham Technologies is seeking an Asset Management SME to support our customer's Asset Management Program and Property Officers at our customer site in Arlington, VA. The specialist will manage our customer's accountable personal property throughout its lifecycle, ensure accurate records, and support property-related activities. The role involves working closely with the CISA acquisition workforce, property officers, and other stakeholders to ensure efficient asset management.
Key Responsibilities: - Asset Accountability:
- Ensure all accountable personal property is tracked and managed throughout its lifecycle, including identification, assignment of a property custodian and user, and barcode assignment.
Property Transactions: - Process property transactions and create and maintain official records in the Sunflower Asset Management System (SAMS) for property acquisitions, transfers, and disposition activities.
Record Keeping and Documentation: - Maintain accurate and complete records of our customers accountable personal property in the CISA Property System of Record (SAMS), ensuring a clear audit trail.
Procurement Documentation: - Work with customers acquisition workforce and Local Property Officers (LPO) to review procurement documentation to ensure property is properly received and accounted for.
Idle Property Management: - Identify and report idle property in line with customer guidance.
Property Storage: - Secure unassigned (new or excess) property in the staging/storage area, pending re-issue or disposal.
Inventory Management: - Perform periodic physical inventories (spot checks) of accountable property and provide ad hoc inventories upon request.
Incident Reporting: - Initiate and process Reports of Surveys for incidents involving loss, damage, destruction, or theft of personal property.
Technical Expertise: - Provide expertise and serve as a technical advisor to staff regarding asset management.
Training Support: - Assisted in the development and delivery of training materials on asset management responsibilities to employees.
Policy and Procedure Development: - Aid in the creation and maintenance of policies, processes, procedures, and controls to support CISA asset management activities.
Physical Property Handling: - Assist in the movement of property, including lifting and moving up to 35 pounds from ground level to 32 inches unassisted.
Program Reviews: - Conduct reviews to support data quality, efficiency, and accuracy in asset management.
Reporting: - Develop and submit regular and ad-hoc reports, including monthly inventory and property transfer reports.
Property Movement: - Collect, consolidate, and prepare personal property for storage, disposal, or transfer.
Qualifications: - Active Top Secret Clearance/SCI required.
- Experience with asset management systems, specifically Sunflower Asset Management System (SAMS), is preferred.
- Strong attention to detail and ability to maintain accurate records.
- Ability to manage property inventory, including physical handling of property up to 35 pounds.
- Excellent communication and organizational skills.
- Experience in developing and delivering training materials.
- Familiarity with federal property management guidelines and best practices is a plus.
