Apogee is looking for a talented Senior Subject Matter Expert to support the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). This high-impact position will provide subject matter expertise in international affairs, national security policy, and/or Foreign Military Sales (FMS). DASA DE&C's mission is to manage the US Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance. This is a full-time opportunity in at Arlington, VA. Responsibilities Conduct assessments of selected Army acquisition programs to identify opportunities for security cooperation and to identify requirements for and compliance with DoD and Army directives regarding program protection and end use monitoring.
Evaluate selected FMS business plans and make recommendations regarding adequacy of protection measures.
Evaluate Army security cooperation technology transfer, disclosure activities, and related documentation to identify requirements for and compliance with DOD and U.S. Army directives regarding disclosure of DOD information related FMS.
Provide management and administrative support necessary to assist DASA DEC in the management of international technology transfer documentation to include ITAR exemptions, export policy statements, ENDP determinations, associated Records of Actions (RAs), other releasability determinations/guidance, Delegation of Disclosure Letters (DDLs), and other applicable FMS and acquisition program related export documents.
Provide support to perform administrative and technical assessments of commercial export applications (both USML and CCL) and propose positions regarding technology transfer.
Provide support to conduct periodic reviews of the munitions control coordination process with PMOs to ensure that cognizant organizations are aware of and in compliance with requirements of the International Traffic in Arms Regulations (ITAR), the Export Administration Regulation (EAR), NDP-1, DODD 2040.2, DODD 5230.11, AR 12-1, AR 380-10, other applicable DOD and Army Directives and system-specific Army export policies.
Conduct Army munitions licensing process to ensure that commercial export licenses a reprocessed within the time constraints promulgated by the OSD and appropriate Army-related systems, capabilities and technologies are adequately controlled in support of U.S. foreign policy military security and industrial base concerns.
Provide support to review; staff and propose positions regarding vendor and Program Manager's request for ITAR exemptions.
Provide support to assessments of the Army's acquisition programs to the COR for compliance with DoD and Army directives regarding program technology projection as required. Assessments will identify shortfalls, corrective measures, and metrics for the subject tasks and include periodic updates with recommended timelines for completion.
Assess opportunities to leverage FMS security cooperation tools. Assist with organizing and hosting meetings with industry to discuss pertinent research and development issues. Qualifications Minimum Experience: Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a Secret Security Clearance.
Education: High School Diploma
Years of Experience: 16 years of relevant experience, including at least 10 years of uniformed service providing security assistance support Additional Experience: Foreign Military Sales (FMS) process
Munitions licensing rules Rules and procedures associated with disclosure agreements
DoD, DoD Directive 5230-series, and Army regulations relevant to international affairs
Effective, efficient written and oral communication skills, including experience making policy recommendations for executive-level leadership
Self-motivated, detail oriented, responsible team player able to work independently with minimal daily direction
Ability to work and interact with technically and organizationally diverse personnel
