Description of Work This Role Is Eligible To Be Hybrid And Has Onsite Reporting Located Within Raleigh, NC This Position Is Funded In Part Through Federal Funds. The Application Systems Analyst is a senior-level technical role responsible for full lifecycle software development and support across a variety of mission-critical applications within the North Carolina Department of Health and Human Services (NCDHHS) Information Technology (IT) division. This position provides business and systems analysis, programming, production support, and modernization for complex enterprise applications that span multiple platforms and technologies.
Working independently and collaboratively, the analyst participates in project planning, requirements gathering, technical design, application development, and documentation. The position also supports application upgrades, performance monitoring, and quality assurance efforts, while ensuring compliance with privacy, security, and development standards. This role includes occasional on-call responsibilities and may be reassigned to support evolving departmental priorities.
Key Duties Include:
- Lead technical design and development using Java, Spring Boot, Microsoft .NET, and associated frameworks.
- Analyze and support complex applications across multiple platforms, including legacy and modern systems.
- Participate in requirements gathering, JAD (Joint Application Development) sessions, and impact analysis.
- Write and maintain code, perform peer reviews, and support version control using Git or Subversion (SVN).
- Develop and test web applications using HTML (HyperText Markup Language), CSS (Cascading Style Sheets), JavaScript, and UI frameworks like Bootstrap.
- Write and optimize SQL (Structured Query Language) scripts for databases including SQL Server, Oracle, DB2, and PostgreSQL.
- Configure and deploy applications to web servers such as IBM WebSphere and Apache Tomcat.
- Monitor system performance and provide production support, including after-hours support when necessary.
- Ensure compliance with Federal, SCIO (State Chief Information Officer), and DHHS IT privacy and security standards.
- Mentor junior team members, contribute to knowledge sharing, and engage in professional development activities.
