Job Description
Under limited supervision provides technical leadership on complex projects. Responsible for multiple phases of a project. Acts as expert in business or functional area. Formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Responsible for program design, coding, testing, debugging, and documentation.
Qualifications: Qualifications
Education and Experience - Bachelor's Degree in Computer Science or a related discipline or equivalent experience is required. Masters in related field preferred. Additional certifications may be required.
- Seven years progressively responsible experience in information systems, including five years programming or systems analysis, or equivalent related experience is required. Previous experience in leading a project and/or team preferred.
- Certification in Service Management, Project Management, or Business Analysis desired.
Knowledge, Skills and Abilities - Demonstrated ability to develop technical specifications, assess multiple platforms and levels of complexity, including back-up and recovery controls for all aspects of applications, and familiarity with problem analysis and hardware/software configurations is required.
- High level of proficiency in ability to problem-solve, to include assessing user needs and determining appropriate systems applications or requirements. Serves as a resource to others in the resolution of complex problems and issues.
- Knowledge of user relations, data gathering techniques, and management information systems.
- Ability to supervise multiple project teams of programmers and programmer analysts, specifically, to plan/coordinate daily activities, delegate responsibilities and tasks and review work.
- Effective verbal and written communication skills are necessary to advise and consult with user personnel and make formal presentations of project findings and recommendations.
- Possesses strong customer service skills and the ability to work with all levels within the organization.
- Ability to understand and adhere to systems security and control procedures in accordance with departmental, vendor standards and regulatory bodies. Supervise, teach and monitor compliance.
- Excellent organization skills; demonstrates confidence and creativity.
