Application Developer

Blue Rose Consulting Group is seeking an Application Developer to support our client, the Department of Social Services (DSS). DSS has a consistent and critical need for full systems life cycle applications development across various platforms, supporting key services such as client eligibility, recertification, employment/work engagement, and claims systems. The role is central to maintaining application performance, meeting user needs, and supporting DSS's expanding responsibilities. Key Responsibilities: Develop and document system designs aligned with security and functionality requirements Design specifications for databases, communication systems, hardware, and software configurations Create structured diagrams for databases, networks, and communication systems Develop and maintain PL/SQL Packages, Stored Procedures, Functions, Triggers, and SQL statements in Oracle 12c Draft and maintain comprehensive system documentation Author operational procedures for communication systems and infrastructure Provide support documentation for databases, operating systems, server systems, and security tools Develop configuration documents for databases, servers, network systems, and utilities Perform system coding tasks Program using .NET within the Low Code Application Platform (LCAP) environment Offer programming assistance to other ITS programs and teams Conduct unit and functional testing of all developed components Required Qualifications: 4+ years of experience developing and maintaining PL/SQL Packages, Procedures, Functions, Triggers in Oracle 12c 4+ years of performance tuning experience (including SQL and PL/SQL code) 4+ years of working with XML Processing and Object-oriented programming involving large data sets 4+ years of experience with data structures, design, data manipulation, programming, and implementation 4+ years of experience with technical/user documentation and software conversion Education: Bachelor's Degree required
