Collaboratively develop solutions to departmental strategic and operational requirements. Understand core departmental business functions and needs. Work with business clients to configure and deploy systems. Analyzes, Designs, configures, implements, and provides ongoing maintenance for electronic health care and related systems. Designs and documents efficient processes. Creates detailed documents and specifications. Configures, tests, and maintains format, content, and data in assigned systems according to best practices.

Essential Responsibilities:
  • Assess and document user requirements and provide feedback to business teams. Analyze and evaluate data sources, non-user requirements, and business processes.
  • Develop, optimize, and support code and configuration solutions within a structured coding and configuration management environment.
  • Analyze existing and proposed solution options. Work with business clients to help implement solutions and packages.
  • Manage tasks within projects. Use project management tools to provide predictable results and visibility to stakeholders.
  • Learn and understand existing business processes. Determine opportunities for operational improvement and support of strategic goals.
  • Develop QA tests and manage QA / testing efforts for projects.
  • Maintain documentation for assigned systems. Prepare flowcharts and diagrams to illustrate sequence of steps and to describe logical operations involved. Document configuration approaches for assigned systems. Work with other solution developers to create high-quality documents to be delivered to external customers.
  • Liaise with other IT staff to improve system efficiency, security, and functionality.
  • Identify, diagnose, and resolve potential and evident system problems. Provide troubleshooting support to other staff.
  • Balance high-priority work with lower priority maintenance work to ensure both success of projects and smooth operation of existing functions.
  • Observe and support team and enterprise service management processes for change, incident, problem (etc.) management.
  • Train users in technical aspects of systems and processes.
  • Serve as a solution oriented technical subject matter expert and change agent.
  • Participate in special projects and committees and perform other duties as assigned.
Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.
SUCCESS PROFILE

Work Experience: Minimum two years of prior application development and/or related application management experience required. Project management experience in a complex environment, such as health plans preferred. Knowledge of benefits, documentation, contracts, coding, claims, and other healthcare concepts desired. Understanding and experience with all phases of SDLC, and business analysis required. Technical development experience and interest in the following areas strongly preferred: Electronic Health Records, Electronic Medical Records, medical management.

Education, Certificates, Licenses: Bachelor's Degree or equivalent work experience in Computer Science, Information Systems, or related field. Epic certification preferred.

Knowledge: Proactive, self-starter with advanced self-management, analytical, and communication skills. Ability to effectively coordinate and execute numerous, simultaneous strategic projects and assignments. Experience with relevant tools such as Tableau, Power BI, MS Excel, SharePoint and Visio. Working knowledge of SQL. Experience working in diverse, multifaceted, cross-functional results oriented technical teams. Working knowledge of document management and customer communications management systems or related. Working knowledge of database structure required; familiarity relational databases preferred. Ability to identify techniques and develop standardized work methods to expand system capability and usage. Ability to work across business and system groups at all levels.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 10% of the time.
