- Provides diagnosis and resolution of application, database and related data issues, and the development of solutions;
- Supports all software, web and database applications used by the Authority including and provides ongoing support in their effective use;
- Identifies and resolves problems with application software and databases;
- Provides set up and configuration of applications; executes the modification and/or configuration of software applications to resolve issues;
- Analyzes system capacity and modifies procedures to solve interface problems;
- Interfaces with multiple channels depending on scope to provide demos and application walk-throughs and trainings;
- Develops and manages effective working relationships with departments and personnel with whom work must be coordinated or interfaced;
- Monitors applications for compliance to IT standards and policies;
- Provides training and assistance for users, programmers and other staff;
- Maintains applications, reports, and databases; uses applications to assemble, manipulate, and format data, reports or visualizations;
- Responds to the needs of application users to improve business processes and streamline operations;
- Performs fit/gap analyses of housing program system processes.
- Manages all aspects of the Yardi database; seeks out new ways of utilizing systems and data to better serve business needs; finds new sources for data; builds custom reports.
- Maintains data security and information confidentiality in accordance with legal requirements and data agreements; protects database confidentiality and integrity through access system and user levels of access.
- Performs other related duties as assigned

Job Competencies - Knowledge of the policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility in the DCHA

Education and/or Experience Bachelor of Science degree (B. S.) from an accredited college or university in computer science or related field, and a concentration in software applications; and at least four years' related experience or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.
Microsoft Certified Applications' Developer or Microsoft Certified Database Administrator or possess other equivalent certifications a plus. The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history.

Technical SkillsTo perform this job successfully, an individual should have technical knowledge of:
- Microsoft SQL Server and familiarity
- Knowledge of database development and maintenance procedures, current programming languages and web-based application development
- Workflow analysis and Business Process Reengineering.
- HTML and/or XML programming and principles of operation.
- Website development and maintenance.
And the ability to:
- Troubleshoot and isolate software and data-related errors.
Supervisory Controls The supervisor outlines overall objectives and available resources. The incumbent and the supervisor, in consultation, discuss timeframes, scope of assignment and possible stages and approaches. The incumbent independently carries out assignments, keeping the supervisor informed of the status and any complex, intricate, or controversial issues or problems.
The supervisor reviews completed work for soundness of overall approach, effectiveness in meeting requirements and producing expected results, and adherence to requirements.
Guidelines The incumbent works with various requirements, reference materials and manuals or applications in which general guidelines are available, but have gaps. The guidelines may require modifications to adjust or adapt to new requirements.
The incumbent utilizes considerable judgment in interpreting and modifying for adaptation to specific problems.
Complexity The work consists of various duties that involve applying a series of different and unrelated processes and methods.
Decision regarding what needs to be done depends upon a valid assessment of the issues involved in each particular situation.
Scope and Effect The work involves providing critical support necessary to effectively ensure that the purpose, goals and objectives of each assignment meet the needs of the users and support the mission of the Information Technology Department.
Personal Contacts Contacts vary and may be with IT employees and subject matter experts inside and outside DCHA or other agencies or non-governmental organizations; other staff and managers including users of DCHA; vendors, consultants, contractors, and as appropriate, the general public.
Purpose of Contacts The contacts are to plan, coordinate and schedule work requirements; and to influence and persuade management to accept and implement findings and recommendations to resolve IT systems operating problems.

There will be a rolling screening process of applicants. Upon receipt of the first 50 candidates an initial review will be conducted.
