The APEX Counselor will be responsible for developing long-term positive relationships with business and industry representatives as well as mall businesses, to ensure their needs, relevant to their interests and skill sets of underrepresented communities are met. This will include education and assisting small businesses on federal, state and local procurement processes, and government contracting. The APEX counselor will also be responsible for assisting with the preparation and proper submission of applications, certifications, registrations, bids, and proposals and supporting post-award functions. They will work with local communities to determine the level of interest and scope of potential respondents and identify areas where resourcing is needed.
Job Responsibilities:
- Develops long term positive relationships with business and industry representatives and ensures their needs, relevant to the interests and skill sets of the underrepresented communities are met.
- Educating and assisting small businesses, on federal state and local procurement processes, government contracting and talent management activities.
- Assist with the preparation and proper submission of applications, certifications, registrations, bids, proposals and support post award functions.
- Work with underrepresented communities to determine the level of interest and scope of potential respondents and identify where resourcing is needed.
- Identify areas where resourcing is needed and establish the coordination methodology to obtain those resources.
- Work closely with the Michigan Small Business Development Center State Director and maintain close relationships with the Association of Procurement Technical Assistance Centers (APTAC).
- Attend APTAC conferences, workshops, and special events.
- Client consulting: The APEX Counselor will counsel businesses on conducting business with federal, state and local governments, conduct training and public speaking engagements that educate businesses about the government contracting process, conduct research and analysis for businesses, identify client government business development needs and internal/external resources to meet those needs.
- Network and develop partnerships with other APEX Accelerators to advance DOD APEX Accelerator objectives and support the mission of the APEX Accelerator Program and network.
- Manage and assist with marketing of program, reporting, event planning, and preparing social media announcements and updates.
- Networking with individuals, civic organizations and government entities to help in identifying sources of information and/or services related to small businesses.
- The APEX Counselor will work with companies to assess their current market position and capabilities, and help develop marketing strategies to increase government sales
- Assist in developing strategic marketing plan for the client, provide information and assistance with eBusiness tools (Federal Procurement Data System, Fed Biz Ops, Dynamic Small Business Search (DSBS) etc) and provide technical assistance and solutions on government contracting issues.
- Assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Assist clients with post-award functions in the areas of production, quality systems, accounting system requirements, transportation, packaging (RFID) and government use of property and surplus property.
- Assist clients in applying and registering in various databases (D&B, SAM, DSBS) and creates company profiles based on their NAICS, PSC, FSC and State codes. They will also assist with registration in Wide Area Workflow (WAWF) Invoicing, Receipt, Acceptance and Property Transfer (iRAPT), EMALL, DIBBS, prepare GSA schedules and educate clients on DoD's Mentor-Protégé Program and similar government programs.
- Continuously seek out capabilities, assess, and align skills to job requirements, support training curriculum with industry needs, and connect industry, academia, and talent to satisfy industrial base workforce needs.
Required Qualifications:
- B.S. degree required; Masters degree preferred.
- Program Management certification desired
- At least 5 years of relevant experience working in government contracting, procurement and/or business. Prior experience working in a small business development center or a procurement technical assistance center is preferred
- Extensive knowledge of federal, state and local government procurement regulations, policies, and procedures is required. Knowledge of the defense industry and its procurement processes is highly desirable.Knowledge of eBusiness tools such as Federal Procurement Data System (FPDS), Fed Biz Ops, and Dynamic Small Business Search (DSBS) is preferred.
- Proficient usage of Microsoft Suite, including Microsoft Word, PowerPoint, Publisher, and Excel. Familiarity with databases such as System for Award Management (SAM), Dun & Bradstreet (D&B) and Wide Area Workflow (WAWF) is preferred.
- Ability to multi-task, work independently and as part of a team and manage time effectively.
