Anatomic Pathology Director

Job Summary:
To develop, direct and establish strategy and operations for Anatomic Pathology Services at the Kaiser Permanente Mid-Atlantic States Regional Lab and the all satellite Anatomic Pathology (AP) Labs and to ensure that the operation is in compliance with professional standards, regional guidelines, safety regulations and regulatory licensing requirements.
Essential Responsibilities:

•  Exceptional Care and Service

•  In partnership with medical staff determines the provision of pathology services throughout the region.

•  Collaborates with clinical and medical office staff to design and deploy highly reliable standard workflows.

•  Directs and manages the technical, clinical, and operational aspects of the pathology services at all facilities.

•  Designs and evaluates processes to improve systems and quality of laboratory services across the continuum of care to include reference laboratory partners.

•  Establishes and maintains an effective collaborative working relationship with providers to identify and resolve problems/issues and improve delivery of laboratory services.

•  Develops, implements, and monitors laboratory policies and procedures throughout the Service Area which support the organizations business goals.

•  Establishes, implements, monitors and enhances quality control/assurance/risk management programs.

•  Monitors test results, equipment, and laboratory information systems.

•  Accountable to promote an organizational culture of safety and ensure appropriate patient safety.

•  Establishes, implements, and maintains service standards to meet members and internal clients expectations.

•  Develops, implements and monitors new service offerings to meet changing business needs.

•  Designs and implements the laboratory safety program, including hazardous waste management, chemical hygiene plan, and injury prevention program.

•  Recruit, hire, coach, mentor and empower lab staff. Select, develop and retain competent and professional staff.

•  Evaluate performance, recognize achievements and, when necessary, initiate corrective action in accordance with Kaiser policy and state and federal law.

•  Provide and oversee training and competency as well as teaching, promoting and modeling effective communication for supervisors and staff.

•  Ensure employee experience activities incorporate all applicable KP policies, regulations and accreditation standards.

•  Ensures technical and support staff provide the highest quality of care and comply with CAP, CLIA, JCAHO, AABB, NCQA, federal, state, and local requirements

•  Develops, negotiates and monitors short and long-term budgets and resource allocations at all facilities. Oversees and develops clinical practice standards, staffing, payroll, budgets, fiscal management, and quality improvement activities.

•  Directs overall operations of laboratory services and all employees engaged in providing those services. Oversees technical operations through managers, supervisors and leads.

•  Participates in the development of and implements and monitors strategic plans/initiatives that are aligned with organizational strategy and operating plans, improves Member and Employee Experience, and reduces the overall cost of medical care.

•  Creates staff alignment on regional and national strategies, goals, and priorities.

•  Collaborates with inter/intra Service Area clinical lab facilities to ensure an integrated laboratory delivery system. Leads and manages complex and diverse projects that have regional and program-wide impact.

•  Provides technical and business analysis using quantitative, scientific and economic methods.

•  Develops feasibility assessment and business case justification(s).

•  Interacts with external reference laboratories in providing additional support for testing not performed in house.

•  Participates in inter-regional workgroups to include Lab Core Group, Strategic Sourcing, National Laboratory Workgroup.

8 AM to 4:30 PM Monday to Friday with occasional weekend sand holidays coverage as needed.

Basic Qualifications:
Experience

•  Minimum seven (7) years of experience in a high volume acute care clinical laboratory required.

•  Minimum five (5) years of experience in anatomic pathology.

•  Minimum five (5) years of management experience required.

Education

•  Bachelors degree in clinical science, laboratory science or related healthcare field from an accredited institution. Proper documentation for applicable degree is required (i.e. copies of diplomas, transcripts, and/or U.S Equivalency Degree Report if needed). Major must be clearly stated on the document. If diploma does not indicate the major, an additional document that states major is required.

•  Degree must include 24 semester hours of medical laboratory technology OR 6 hours chemistry and 6 hours of biology and 12 hours of chemistry, biology or medical laboratory technology in any combination AND completion of a clinical laboratory training program approved or accredited by an organization approve by HHS and at least three (3) months documented laboratory training in each specialty the individual will supervise.

License, Certification, Registration

•  Histologic Technician Certificate from American Society for Clinical Pathologists OR Histologic Technologist Certificate from American Society for Clinical Pathologists OR Medical Technologist Certificate OR Physician Assistant National Certificate from American Society for Clinical Pathologists OR Cytotechnologist Certificate from American Society
