The Iowa Department of Revenue is seeking an Alcohol & Tax Compliance Division Administrator. This person will manage compliance for all tax types (individual, corporate, sales, and excise taxes), including fraud, examination, audit, tax credits, and tax gap. This person will ensure a consistent, fair, and professional program of compliance services. This person will also manage all alcohol licensee classifications including renewals, suspensions, and revocations. They will manage the regulation and continued compliance of all alcohol and tobacco licensees through regular auditing and work with local law enforcement.
The Alcohol & Tax Compliance Division Administrator reports to the Director of the Department of Revenue and will oversee all division operations. This position serves as part of the Senior Management team to develop a mission and vision for the Department and to develop a strategic plan. This person will develop and maintain working relationships with a wide range of external stakeholders to ensure compliance with applicable Department laws, rules, and requirements.
The primary functions of this position include, but are not limited to:
- Develops and maintains a systematic process for review of Department rules to ensure they are substantively and procedurally correct
- Leads inter-divisional teams to implement projects as assigned
- Provides policy analysis, analyze proposed legislation and evaluate changes to tax law and the impact of changes on existing examination and audit programs
- Manages sales and withholding tax programs including non-filer resolution and assessments, bonding and revocation of sales tax permits, and tax enforcement at special events
- Provides leadership in the Compliance Bureau which consists of Field Audit, Criminal Investigative Audit, Tax Credit Unit, Fraud Unit, Return Resolution, Tax Gap, and Special Taxes
- Ensures a consistent, fair and professional program of compliance services
- Manages all alcohol licensing and regulation and continued compliance of all alcohol and tobacco licensees.
- Coordination with other Department leaders for the benefit of alcohol and tax administration.
- Coordinates the delivery of services, process improvements and implementation of new programs by assigning employees job tasks and teams in conjunction with supervisor to achieve the required work product

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
