Job Summary: North Stone, LLC is seeking an experienced Agile Requirements Manager to lead and manage enterprise-level requirements for a large-scale Oracle-based ERP transformation within a secure government environment. This position requires deep expertise in Agile methodologies, especially SAFe and Scrum, and the ability to manage traceable, testable requirements through iterative delivery cycles using modern collaboration and tracking tools. The successful candidate will bring 6-10 years of experience in Agile project delivery and enterprise system requirements management. Candidates located in Dayton, OH, are preferred. However, remote candidates may be considered based on qualifications and business needs. This position is contingent upon contract award expected June 2025 Job Duties and Responsibilities: Serve as the primary Requirements Manager for Agile features and user stories across the program's lifecycle. Operate within SAFe and Scrum frameworks to manage backlog items, define features, and support strategic capability planning. Track and manage feature-level requirements using Government-specified tools including Octane (primary), Microsoft Teams, and SharePoint. Facilitate planning meetings to refine and prioritize features and synchronize capability delivery roadmaps with stakeholders. Generate and report Agile metrics (velocity, burndown, status tracking, progress indicators) to support program visibility and decision-making. Ensure traceability of all functional and technical requirements across DevSecOps pipelines and lifecycle phases. Identify requirement dependencies and flag risks that may delay capability delivery; provide insights to the risk management team. Support configuration audits, testing coordination, implementation planning, and RTE-led Agile ceremonies. Refine and maintain standards and best practices for requirements development and feature decomposition in alignment with enterprise objectives. Collaborate with Product Owners and Product Managers to develop features that meet program standards and support user-centric functionality. Integrate requirements management activities with tools such as FlexDeploy and Config Snapshot to ensure consistent pipeline alignment. Identify and report on requirements that lack current status or progress, enabling improved backlog health and feature transparency. Provide direct support to the Program Management Office (PMO) and respond to requirements-related inquiries as needed. Perform additional duties to support continuous improvement, mission alignment, and agile program execution. Other duties as assigned. Job Requirements (Education/Skills/Experience): Must be a US Citizen with a minimum of a SECRET Clearance with the ability to obtain and maintain a TOP SECRET clearance 6-10 years of experience in Agile requirements management, systems engineering, or enterprise ERP transformation. Expert knowledge of Oracle E-Business Suite (EBS) applications and related RICE-W components (Reports, Interfaces, Conversions, Extensions, Workflows). Strong familiarity with Agile delivery tools including Octane, Jira, SharePoint, Microsoft Teams, and requirements traceability systems. Proven ability to translate strategic goals into actionable features, track dependencies, and align delivery with capability objectives. Experience integrating requirements processes into CI/CD/DevSecOps pipelines using tools such as FlexDeploy. Skilled in building and reporting performance metrics for requirements progress, backlog health, and delivery tracking. Strong verbal and written communication skills with experience briefing senior leadership and guiding cross-functional teams. Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Access). Ability and willingness to travel within the Continental U.S. to support stakeholder engagement and program execution activities.
