Pay Range

$159,330 - $245,544 Annually

$159,330 - $204,636 Annually at the SES.3 level

$191,220 - $245,544 Annually at the SES.4 level

Job Description We have multiple openings for Advanced/Small Modular Reactor (A/SMR) experts in support of our A/SMR Initiative, an element of LLNL's Nuclear Threat Reduction Program (N Program). As an integral member of an interdisciplinary team, you will be assessing, advising and formulating strategic approaches to mitigate a range of A/SMR risks in the safe and secure development of advanced reactor technologies. These positions report to the A/SMR Thrust Area Leader with the Global Security Directorate's N Program.

This position will be filled at either the SES.3 or SES.4 level depending on qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role, you will:
  • Lead, manage, and coordinate projects within the A/SMR Thrust Area including conducting a A/SMR Landscape Study in the development of our strategic approach and engagement strategy. Produce high-quality reports and briefings.
  • Serve as a point of contact for relevant technical and programmatic issues associated with the A/SMR Thrust Area and sponsors as defined by the A/SMR Thrust Area Leader. Represent the program and provide strategic technical advice to sponsors and other U.S. Government (USG) organizations, traveling as necessary.
  • Identify and develop new programmatic and research opportunities within the A/SMR Thrust Area.
  • Contribute to an integrated strategy for program research areas consistent with the A/SMR Thrust Area, utilizing key knowledge and insights on advanced reactor technologies, nuclear safety, and national security needs.
  • Materially contribute as a technical expert within in at least one of the N Program mission areas (nuclear security, safeguards, proliferation R&D, material science, forensics or consequence management) through direct programmatic work.
  • Develop and track project execution plans for assigned research and projects, including allocation and monitoring of available personnel and budgets.
  • Cultivate mutually beneficial partnerships with external organizations, including domestic and international reactor developers, international organizations, bi-lateral partners, academia, other national laboratories, government agencies, and facilities.
Additional job responsibilities at the SES.4 Level:
  • Develop innovative concepts and provide expert management, leadership, technical vision, and strategic planning for both analytic and research and development environments.
  • Influence strategic vision and implementation plans for senior management and external stakeholders to meet the needs of the broad A/SMR communities.
  • Manage and coordinate proposal submissions related to the A/SMR Thrust Area for the Laboratory to ensure consistency, quality, and mission/vision alignment in partnership with other senior managers, which requires building partnerships with N Program and Discipline management.
Qualifications
  • Ability to secure and maintain a DOE Q clearance with Sensitive Compartmented Information access (requires U.S. citizenship and a federal background investigation)
  • Master's degree in physical science, engineering, or related discipline, or the equivalent combination of education and significant related experience and ability to lead the application and development of principles, theories, and concepts in a creative and innovative fashion.
  • Subject matter expert knowledge of reactor technologies, nuclear energy systems, fuels and fuel cycles, and their associated regulatory frameworks.
  • Expertise in at least one of the N Program mission areas (nuclear security, safeguards, proliferation R&D, material science, forensics or consequence management) as well as reactor technologies and an existing network within at least one stakeholder community (s).
  • Significant experience cultivating successful and productive relationships with external clients/sponsors and the expert collaboration skills needed to effectively develop and sustain partnerships with other programs, directorates, laboratories, NNSA management, and other institutions across the interagency and intelligence community.
  • Familiarity of at least one of the IAEA's technical departments, specifically, Safeguards, Nuclear Safety and Security, and/or Nuclear Energy.
  • Working knowledge of global technical advancements that may influence or impact one or more of the following area, safeguards, nuclear security, and/or nuclear energy.
  • Significant experience leading teams responsible for and contributing to sustaining forefront research and development of capabilities that enhance the peaceful uses of nuclear energy.
  • Experience managing budgets and effectively balancing highly complex technical and budgetary priorities. Program management skills with the ability to deliver successful results.
  • Demonstrated ability to effectively lead, motivate, and delegate while building diverse and inclusive interdisciplinary project teams to achieve programmatic and institutional goals.
  • Advanced problem-solving, analytical, technical, and organizational skills to independently advise, recommend, and approve appropriate actions and implement solutions.
  • Demonstrated communication skills, both written and verbal, to effectively explain, present, negotiate, advise, and influence all levels of management.
  • Ability and willingness to travel.
Additional qualifications at the SES.4 Level:
  • Advanced knowledge of reactor technologies, nuclear energy systems, fuels and fuel cycles, and their associated regulatory frameworks with application to nuclear energy issues including safety and nonproliferation missions.
  • Advanced ability to lead, develop positions on, and perform assessments and analyses of proliferation and security concerns and threats.
  • Advanced knowledge of global technical advancements that may influence or impact the development and deployment of advanced small modular reactors.

This position requires a Department of Energy (DOE) Q-level clearance. Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
