Position Overview The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented Coordinator to oversee the Administrative Voucher Processing Section of the DEC Payment Unit. This position organizes and directs a variety of complex, specialized on-line Administrative Voucher entries into the IDHS accounting system and resolves related system issues; examines, reconciles, and analyzes the edit and control reports of Administrative Vouchers processed and related supporting data through subordinate staff; and conducts extensive research of various administrative vouchers and fiscal-related discrepancies in collaboration with the IDHS/Office of Fiscal Services and Illinois Comptroller's Office. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration. Requires two (2) years of responsible administrative experience in a public or business organization. Specialized Skills Of the two (2) years required professional experience, requires two (2) years of professional experience in an accounting system generating, processing and interpreting administrative vouchers and corresponding written and statistical repots in compliance with state and federal mandates at public or private organization. Preferred Qualifications Two (2) years of professional experience in an accounting system generating, processing, and interpreting administrative vouchers and corresponding written and statistical repots in compliance with state and federal mandates at public or private organization. Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff, approving time off, and preparing and signing performance evaluations. Two (2) years of professional experience working with the principles of governmental accounting, program budgeting, grantmaking, statistics, and procurement. Two (2) years of professional experience in communicating (orally and in writing) effectively to develop and maintain professional and cooperative working relationships with internal and external entities. Two (2) years of professional experience analyzing administrative problems and adopting effective courses of action for short and long-term resolution. Two (2) years of professional experience developing, implementing, evaluating and maintaining new and revised policies, methods, procedures, and key performance indicators and standards.
