ABOUT THE POSITION
The Riverside County Probation Department is seeking an Administrative Services Manager III to fill a vacancy within their Fiscal Services Division in Riverside.

As an Administrative Services Manager III, the incumbent will plan, organize, and direct the financial and fiscal operations of the Probation Department; evaluate the department's overall financial position; direct the operation of assigned fiscal divisions and functions; and perform other related duties as required.
The department seeks candidates with experience in managing budgets of significant value, procurement processes, accounts payable, grants and contracts management, and facilities/safety management. Previous experience in a governmental entity and a bachelor's degree is highly desired.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES

• Plan, organize and direct the administrative, financial and fiscal operations of a large County department/agency including such support operations as procurement, physical plant operations and contract administration; direct the resolution of complex administrative problems; interview, hire, train, and evaluate performance of subordinate staff.

• Plan, organize and administer the department/agency's annual budget; review and evaluate the effectiveness of all financial and accounting systems within the department and ensure compliance with local, state and federal laws, rules and regulations; direct the development and implementation of accounting and controlling systems, policies and procedures.

• As a member of the department/agency's management team, participate in the development and implementation of the operating and administrative policies participate in the development of new programs to facilitate long and short-term strategies, and financial plan objectives, including major financial plans such as capital budgeting, planning and investigation of financing methods.

• Participate in the formulation of service fee rates and policies based upon cost analysis, cost trend forecasting and departmental/agency financial objectives.

• Assist division and program managers with the development of individual budgets; monitor deviations from approved budgets in the areas of cost accounting, productivity and performance reporting and recommend corrective measures; establish internal controls to monitor and safeguard the department/ agency's financial assets.

• Participate with data processing personnel in the development of the automated financial reporting system; prepare or supervise the preparation of a variety of complex fiscal and management reports and correspondence.

• Conduct special studies and prepare reports on departmental/agency operations and systems.

• May represent the Department/Agency Head at meetings and conferences.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, information services, finance, or a closely related field to the assignment. (Administrative, paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three years of professional administrative experience, which must include a minimum of two years providing supervision to staff performing administrative functions.

License: Possession of a valid California Driver's License.
Certificate: Must possess a valid certificate as a Certified Public Accountant. (Possession of a bachelor's degree from an accredited college or university with a specialization in accounting may substitute for the certificate. A specialization in accounting is considered equivalent to the completion of 18 semester or 27 quarter units in accounting coursework.)

Knowledge of: Financial, budgetary and personnel management; general and governmental accounting principles and standards; federal, state and local laws, rules and regulations influencing fiscal operations; administrative problems involved in operating a governmental department with several subdivisions and programmatic areas; modern office practices, forms and equipment, including the application of data processing systems to the accounting, budget and other financial functions; methods and techniques for conducting analytical studies of administrative and management practices; legislative processes of the County, state and federal governments; principles of supervision and staff utilization.

Ability to: Analyze, plan and direct financial operations; develop and monitor a fiscal system which complies with various local, state and federal laws, rules and regulations; analyze organizational, administrative and budgetary matters and recommend effective courses of action; establish and maintain effective working relationships; prepare comprehensive, clear and concise reports and correspondence; speak effectively; make effective presentations of conclusions and recommendations orally and in writing; direct, supervise, train, and evaluate the performance of subordinate employees; effectively delegate assignments and responsibilities.
