Summary Statement

The Contract and Fiscal Coordinator will support the Delaware Prescription Opioid Settlement Distribution Commission (POSDC). This role is primarily responsible for tracking and managing grant-making finances, ensuring adherence to payment timelines, and overseeing contract execution tasks. The Contract and Fiscal Coordinator plays a vital role in maintaining the fiscal integrity of POSDC grant programs and ensuring that all contractual obligations are met according to the established standards.

  • Knowledge of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
Essential Functions

  • Track and manage the financial aspects of the grant-making process, including budget development, monitoring, and reporting.
  • Maintain accurate records of grant allocations, expenditures, and balances.
  • Monitor grant budgets to ensure compliance and identify potential issues.
  • Prepare financial reports for POSDC leadership and relevant stakeholders.
  • Develop and manage payment schedules for grant disbursements.
  • Ensure timely processing of grant payments to grantees.
  • Track payment progress and follow up on any outstanding payment issues.
  • Maintain organized and complete contract and financial documentation.
  • Ensure that all agreements submitted by POSDC staff are complete, accurate, and comply with established standards.
  • Verify that all necessary signatures and essential agreement details are obtained.
  • Ensure that all financial transactions and contract activities are conducted in compliance with relevant policies, procedures, and regulations.
  • Collaborate with POSDC staff, grantees, and other stakeholders to facilitate effective grant management and contract administration.
  • Work with the POSDC staff to ensure grant compliance by confirming all required data has been received.
  • Work with the POSDC Director to ensure that payments are approved.
Job Requirements

JOB REQUIREMENTS for Administrative Management
  • Possession of a bachelor's degree in political science, public administration, communications, journalism, English or closely related curriculum and two years of professional experience in lobbying, governmental relations, political campaigns, broadcasting, communications, or public relations.
  • -OR-
An equivalent combination of training and experience required.
  • Two years state, federal OR local legislative experience.
  • Two years DHSS administered programs experience.
  • Two years project management experience.
  • Two years' experience analyzing and interpreting legislation and policy.
  • Two years' experience working with people from diverse academic and diverse cultures.
