Position Summary

This position is primarily responsible for providing financial services for the Child Support Agency. This includes reviewing daily reports and processing adjustments for monies that are not distributed by the State Disbursement Unit, providing customer service for KIDS Account inquiries, and entering Court Orders into the KIDS State Computer System. This position requires a high attention to detail, the ability to work within deadlines, and the ability to explain complex financial transactions to the public.

Essential Duties and Responsibilities

This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.

Input information on Non-Title IV-D (NIVD) cases and respond to limited case-related questions.

Issue income withholding orders to employers.

Research the daily, weekly and monthly suspense reports provided by the state and take appropriate actions within federal timelines.

Refund money to payers when court ordered obligations have been paid for the month or are paid in full.

Adjust accounts to reflect amount of prorated child support due when a child emancipates or a case closes mid-month.

Move court ordered periodic payments to comply with State and Federal hierarchy.

Interpret and enter court orders into the KIDS system and initiate or amend income withholding orders. Locate employers in Department of Industry, Labor and Human Relations (DILHR) when not provided in a court order. Adjust accounts to reflect the court order in KIDS. Mail copies of Child Support Agency orders to the parties of a case.

Audit cases to confirm or adjust account balances.

Research payments using KIDSTAR and work with the WI SCTF regarding discrepancies with posted payments.

Attend court hearings to prepare interim financial summaries. Interact with the Family Court Commissioner and Judges when in court for motion and contempt hearings.

Process work lists from Child Support Caseworkers and automated work lists from the KIDS Computer System.

Greet walk-in consumers, answer the phone, answer questions and provide direction or forms when possible.

Interact with attorneys, consumers, general public and staff from other departments to provide them with information regarding paying and receiving child support.

Research financial questions using the resources provided by the State of Wisconsin.

Serve process papers to consumers in the office and Walworth County Jail or Huber Dorm.

Back up the other Administrative Clerk III positions, including intake referrals from Economic Support and Children's Services of the Walworth County Health & Human Services Department.

Assist with development of new procedures to meet changing state mandates.

Assist with training new staff.

Participate in staff meetings.

Demonstrate a commitment to county safety and risk management efforts.

Qualifications

Education and/or Experience

High school plus one additional year of formal preparation and two to three years of relevant prior experience. Proven experience with accounting practices and principles. Proven experience in ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals as well as ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Working knowledge of Excel is required and knowledge of the KIDS system and of child support related practices is preferred. Knowledge of legal terminology preferred.

Special Requirement

WALWORTH COUNTY EMPLOYEE BENEFIT SUMMARY

H - Non-Represented Hourly Employees

BARGAINING UNIT: Non-Represented Hourly Employees Hired on or after January 1, 2012

DATE: January 1, 2019

EMPLOYMENT STATUS: All employees of Walworth County are at-will employees.

BASIS OF PAYMENT: You are paid for actual hours worked plus pay for any accrued benefit time for which you are eligible. You are eligible for overtime or compensatory time in accordance with provisions of the Fair Labor Standards Act.

SCHEDULED TIME OFF: Accrued based on straight-time hours paid each pay period. All accrued scheduled time off hours are available for use, subject to approval of your supervisor. As a full-time employee you earn scheduled time off (pro-rated for part-time) equivalent to the following:

10 days per year after 1 year of Walworth County Service

15 days per year after 5 years of Walworth County Service

20 days per year after 15 years of Walworth County Service

PERSONAL TIME OFF: Employees will receive 64 hours of personal time off as a lump sum at the beginning of each year (pro-rated for part-time and newly-hired employees). At the end of each calendar year, an employee may request to move remaining personal time off hours to the extended sick leave bank. If no request is made, any remaining hours shall be paid out on the employee's last pay date of the calendar year.

EXTENDED SICK LEAVE BANK: Used for time off of work for more serious health conditions that require three or more consecutive days off or when on an approved leave of absence.

HOLIDAYS: Ten paid holidays each year. As a part-time employee, you receive pro-rated holiday pay based on your positions budgeted FTE.
