Description This specific recruitment is for an
18 Month Limited Term Employee who will provide a variety of administrative support activities for several departments. The successful candidate will be skilled at scanning, organizing, reviewing documents and utilizing document management systems. 85% of the time spent will be assisting departments with moving paper files to electronic files. The remaining 15% of time will be spent performing a variety of administrative work such as maintaining departmental documents and records; performing data entry, scanning and indexing records; using MS Office Suite daily for scheduling and preparing letters, agendas, minutes, contracts and other documents consistent with the District's Branding Guidelines; taking and transcribing minutes; scheduling appointments; making reservations and travel arrangements for meetings, seminars, conventions, etc.; preparing agenda packets, reports, and supporting documents; planning, organizing, coordinating, and scheduling meetings and special events; and, preparing and processing documents such as requisitions/purchase orders, invoices, and time sheets.
Essential Duties- Knowledge of legal requirements applicable to the maintenance and retention of records. Provides records management leadership for department records, maintains departmental files and secures confidential information. Scans, indexes and performs quality assurance to ensure accurate records; follows District's records retention policy.
- Prepares and proofreads a variety of correspondence and documents such as letters, agenda items, request for proposals, minutes, resolutions, ordinances, reports, presentations, forms for PowerPoint and other documents ranging from routine to complex; proofreads and checks for accuracy and compliance with District policies, procedures and branding guidelines; takes and transcribes minutes.
- Prepares and processes documents such as requisitions/purchase orders, payments, petty cash, deposits, invoices, expense reports, tuition reimbursements, and time sheets, adhering to Padre Dam's policies and procedures.
- Creates work orders for billing and tracking purposes. Prepares work order reports, invoices and related collections if necessary for damages to District property or for water and sewer service installations.
- Conducts research for various projects; performs data entry into a variety of computer applications in order to maintain records and to prepare reports for internal and external customers including regulatory agencies. Meets all deadlines of report prepared for submittal to regulatory agencies.
- Schedules appointments and coordinates meetings for department heads; makes reservations for conferences and seminars and makes travel arrangements for District employees as needed; assists staff in obtaining certifications through local and state agencies.
- Inventories and orders office and other supplies and equipment as needed for any and all departments in compliance with District policies and procedures.
- Performs routine duties independently, setting priorities and scheduling own work. Exercises independent judgment and discretion in performing tasks. Assists other administrative staff on projects and tasks as needed.
- Establishes and maintains positive working relationships with co-workers, vendors, contractors, and the public using principles of good customer service.
- Assist with the preparation of agenda packets and supporting documents, agenda distribution, hybrid meeting logistics for Padre Dam and the East County Advanced Water Purification Joint Powers Authority. Coordinates related presentations with staff and combine/proof final master presentation. Attends Board or Committee meetings as required. Takes and transcribes minutes.

Training/Experience Required: - Depending on area of assignment, High School Diploma or General Equivalency Diploma (G.E.D. or Associate's Degree in business, accounting, finance, public administration, human resources, communications or other related field;

Supplemental InformationThis is an 1
8 month Limited Term Position. The work is full-time (Monday-Friday 8am - 5pm) and will be for the period of 18 months.
We will be conducting interviews in March of 2025.
Health Insurance: Employees have three plans from which to choose. Two HMO plans are 100% paid by Padre Dam for the employee and 90% for all eligible dependents; one PPO plan is partially paid by Padre Dam. Coverage is effective the first of the month after hire. The Employee has option to waive coverage and receive 50% of Padre Dam's cost savings as cash compensation. In order to waive benefits, you must show proof of other ACA eligible coverage.
Dental Insurance: Padre Dam pays the total premium costs for the employee and all eligible dependents. Coverage is effective the first of the month after hire.
Employee Assistance Program: Employees and their dependents have access to confidential, third-party personal counseling, financial and legal advice.
Flexible Spending Accounts: Padre Dam employees may elect annually to set aside pre-tax dollars for reimbursement of medical costs not covered by health insurance and dependent care expenses.
Life Insurance: Employee Group Life and Accidental Death and Dismemberment Insurance is provided at 1 times annual salary with a maximum benefit of $250,000. Dependent coverage of $5,000 is also provided. Total premium costs are paid by Padre Dam for the employee and all eligible dependents.
Short & Long Term Disability: Padre Dam provides Short & Long Term Disability for the employee at 66 2/3% of monthly gross income. The Short Term Disability benefit is payable after 31 days and the Long Term Disability benefit becomes payable after the 91st day if there is a qualified disability.
Voluntary Benefits:
Employees have access to additional voluntary benefits such as Aflac critical illness, Pet Insurance and Identity Theft protection. Employees are responsible for the entire cost of premiums of these plans.
Vacation: New employees accrue 12 days per year for 1 to 4 years of service. Additional days are earned with additional years of service.
Sick Leave: All employees accrue 12 days per year. Employees who accumulate and maintain a sick leave bank in excess of 240 hours may, on an annual basis, sell back up to 40 hours of unused accrual hours.
Holidays: Employees enjoy 12 paid holidays per year.
Retirement: Membership is compulsory in the California Public Employees' Retirement System (CalPERS). Benefit formula for new CalPERS members is 2% age 62. Benefit formula for classic CalPERS members is 55.
Social Security/Medicare:
Employees are covered under provisions of Federal Social Security and Medicare.
Deferred Comp Plan: An optional deferred income plan is available which allows current income to be set aside as supplemental retirement savings.
Salary Adjustments : Padre Dam provides an annual Cost of Living Adjustment of 3.25% on the first pay period of each fiscal year. In addition, Padre Dam offers a pay for performance merit system. Annually, on the anniversary date of the employee, an evaluation will be done that may include an increase in salary in alignment with performance.
