Job Description

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Division of Banking is seeking candidates for anAdministrative Assistant II position. The Iowa Division of Banking is a state agency charged with the supervision and regulation of state-chartered commercial banks and non-depository financial institutions in Iowa.

This selected candidate will work in IDOB's office five days a week. A hybrid work schedule may be possible after the selected candidate is fully trained (minimum of six months) but will require at least 3 days a week in the office.

Overall Description:

Performs a range of administrative work including supporting Finance Bureau Chief and IDOB legal counsel/legislative liaison, handling license applications and renewals for companies and individuals licensed by the Finance Bureau and supporting the Bank examination program quality control and records maintenance process.

Duties:

• Review and process applications for new licenses submitted to the IDOB's Finance Bureau through the NMLS, including mortgage bankers, mortgage brokers, mortgage loan originators, closing companies, regulated loan companies, industrial loan companies, money services businesses, delayed deposits, and debt management companies.

• Applies and interprets rules relating to Finance Bureau licensing requirements.

• Complete written license verification requests.

• Provide support to the Finance Bureau Chief.

• Provide support to IDOB legal counsel/legislative liaison, including legislative tracking as needed.

• Answers phones, greets visitors, processes mail, and serves as part of administrative team in areas such as in-state travel processing, preaudit and bank examiner and bank analyst support.

• Provides back up support to examination report product quality programs, maintaining familiarity with Iowa Chapter 524 related to bank, bank holding company, and trust exams and IDOB rules and guidelines for report content. Uploads examination data and workpapers to appropriate databases and locations.

• Prepare documents to be stored for imaging for both the Bank and Finance Bureaus.

• Manages correspondence for Bank Analysts, including routing correspondence to appropriate Analyst and saving in electronic database.

• Receives federal regulators' reports of examination, routes reports to appropriate Division personnel, and enters pertinent information regarding the federal examinations in examination database.

• Manage IDOB fleet. Make arrangement for repairs and maintenance as needed. Gather and submit required information to DAS.

• Manage collection of key information utilized in risk monitoring of banks and trust departments. Assure information is complete and accurate. Compile and retain bank examination survey data received for use by division director and other staff. Provide support to the Finance Bureau Chief.

• Perform other tasks assigned by supervisor, including but not limited to - prepares memos and generates confidential correspondence associated with bank supervision and regulation; cross train and perform other tasks as needed.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university with a bachelor's degree in any field, and experience equal to one year of full-time administrative support (e.g., screening visitors and callers; opening/distributing mail, typing/proofing documents, letters, and reports; organizing files; scheduling meetings/appointments; arranging travel; processing travel claims; ordering supplies/equipment) or technical support work (e.g., determining budget, personnel, and equipment needs; compiling/evaluating statistical, historical, economic, business, financial or technical program data; interpreting or securing compliance with laws, rules and regulations; reviewing operating records/reports and evaluating their effectiveness).
  • A total of five years of education and/or full-time experience (as described in number one) where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as an Administrative Assistant 1
