Basic Function

Under the general direction of the Administrative Assistant V, provide administrative support to the Solid Waste Division. Explain pertinent Ordinances and answer questions regarding Solid Waste activities. Independently operate the FNSB Solid Waste Division scale house.

REPORTS TO: Solid Waste Manager
POSITIONS SUPERVISED: None
SHIFT: 8am-5pm Monday-Friday
Typical Duties

1. Provide administrative support to the Solid Waste Division. Answer telephone calls, field questions and respond to vendors, customers, and general public with correct information.
2. Set up new accounts and maintain accurate list of active accounts in Waste Works for all office staff and scale house.
3. Assist and process RFQs, RFP's and other procurement documentation.
4. Serve as backup timekeeper, process staff timesheets and maintain leave calendar for the division. Prepare salary reconciliations and projections.
5. Maintain division filing system, records management system and office supply inventory. Order office supplies and maintain division safety book. Run errands as needed.
6. Serve as capital asset custodian for the Solid Waste Division.
7. Review daily deposits and post accounts receivables payments. Send financial documents to Treasury Budget.
8. Fully operate scale house during employee breaks, lunches and as needed for periods of leave.
9. Provide backup support for administrative office positions for the Solid Waste Division.
8. Perform janitorial duties in the scale house and main office area.
Position Requirements

MINIMUM QUALIFICATIONS:
1. High school diploma or equivalent. Three years of administrative experience which includes experience handling cash and accounting functions. Knowledge of administrative practices and procedures.
2. Demonstrated working knowledge of basic principles of accounting. Must have experience with computerized accounting systems and perform data entry with speed and accuracy.
3. Demonstrated ability to operate a personal computer (MS Word and Excel required). Demonstrated ability to make mathematical computations with speed and accuracy; ten-key calculator. Ability to learn window based Solid Waste software.
4. This position may involve some weekend and holiday hours.
5. PREFERRED: Ability to have and maintain a valid driver's license and to meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

1. Ability to deal with the public, sometimes irate, in a tactful, courteous and pleasant manner and maintain effective working relationships with other employees.
2. Must be capable of functioning with minimal direction and perform work in an organized and professional manner, sometimes under stressful conditions with short deadlines. Ability to understand and execute oral and written instructions and questions, and handle multiple tasks using independent judgement.
3. Ability to acquire a basic knowledge of solid and hazardous waste.
OTHER
1. This position requires a criminal background investigation and a credit history background check.

JOB RESPONSIBILITY:
Does not supervise; experiences minor problems daily and occasional major ones that must be resolved on own initiative with little immediate supervision; the consequences of error, carelessness or mistaken judgment require normal effort to recover.
WORK ENVIRONMENT:
Shop area where conditions are somewhat unpleasant with minor accident/hazard probability; disagreeable conditions with undesirable elements or factors on a somewhat continuous basis (position is exposed to noise, dust, dirt, and sensitive odors); up to 1/4 time is spent standing or walking; requires short periods of light lifting, pushing or pulling (1-25 lbs).
