SSC plays a critical role in advancing the United States's space capabilities, delivering cutting-edge solutions to protect and enhance national security. SSC/SZBC specializes in highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to support the Department of Defense's (DoD) current and future operational needs. PRIMARY RESPONSIBILITIES: Provide space acquisitions, engineering, operations, and technical advice and assistance for projects and programs at any acquisition life cycle stage Support program acquisition for advanced technology, future concept development, and integration Advise on cost, schedule, and performance issues Revise or draft Joint Capabilities Integrated Development System (JCIDS) and acquisition documentation for government program managers Support presentation of products to internal and external customers Documentation includes Initial Capability Documents, Interface Control Documents, Capability Development/Production/Requirements Documents, Milestone documentation, Acquisition Strategies, Analysis of Alternatives, Concept of Operations, Memorandums of Agreement/Understanding, Technical/Systems Requirement Documents, Defense Acquisition Board documentation, Technical Evaluations, System Specifications, enabling concepts, training material, briefings, white papers, reports, and analysis results Develop all work using latest applicable government guidance (e.g., MIL-STD) Provide draft SME-level technical and/or programmatic status reports of programs or portfolio as requested Identify improvement areas in acquisition processes and provide actionable recommendations Assist in building and maintaining government risk program including risk identification, process definition, and technical risk mitigation plans Support government program manager in managing commitments, obligations, and expenditures of funds Perform earned value management and schedule analysis for program office defense contracts Understand distribution of classified funding and provide Planning, Programming, Budgeting, and Execution (PPBE) support including congressional reporting, fiscal year planning, continuing resolution management, unfunded requirement development and submittal, end-of-year funding actions, and Program Objective Memorandum (POM) development Provide expertise in Integrated Baseline Reviews/Business Financial Reviews to assess defense contractor cost and schedule performance Maintain awareness of current program schedule, monitor acquisition implementation, report requirement shortfalls, and assess programs based on identified risks Combine and correlate program execution data with program baselines to maintain and update acquisition reports MINIMUM QUALIFICATIONS: 15 years of experience with classified government financial management IT systems and in working with DoD Planning, Programming, Budgeting, and Execution process. Demonstrates ability to manage all aspects of program financial management for an ACAT-like weapon system program, including but not limited to fiscal year planning, continuing resolution management, unfunded requirement development and submittal, spring execution reviews, end-of-year funding actions, and program objective memorandum (POM) development. This position is required to be an SME Recognized Industry Leader. MA, MS, or MBA degree is required. SUPERVISORY RESPONSIBILITIES: This position does not supervise the work of others. WORK ENVIRONMENT: This job operates in a professional office environment. This role routinely uses standard office equipment. This is a Full-Time, Salary, Exempt position.
