The Acquisition Program Analyst, Journeyman prepares and revises project management strategy documentation, including timelines, milestones, and strategic planning techniques for near and long-term support for acquisition management. The Acquisition Program Analyst, Journeyman will utilize the total systems approach in making decisions, which shall consider supportability, lifecycle costs, performance, and schedule. Acquisition documentation should be prepared with the goal of procuring Agile solutions and project management services in accordance with customer templates/standard operating procedures and applicable regulatory requirements.

Responsibilities
  • Analyze and provide recommendations for creating or improving acquisition business processes.
  • Prepare Acquisition Requirements Package (ARP) documents and provide expertise and recommendations for acquisition strategies and plans.
  • Review and assess the impact of revised or new policy guidance and regulations, as applicable.
  • Assist in the drafting, revising, maintaining, and coordinating of acquisition documentation required by DoD, DA and OMB to include, but not limited to: Business Case Analyses (BCA), Acquisition Strategies and Plans (AS/AP), Cost Estimates, Services Contract Approval Request (SCAR), Market Research, PWS, etc.
  • Become familiar with, analyze, and leverage the data and document repositories in the SharePoint and Project Web App (or Project Online) sites to make practical decisions managing the acquisition documentation, budgetary requirements, spend plans, cost estimations, tasks, both scheduled and unscheduled, and slides and summaries for key stakeholders.
  • Utilize program office templates to ensure consistency in format and content across documentation in the program office.
  • Schedule, coordinate, and facilitate Integrated Product Teams (IPTs) and Working IPTs (WIPTs) in support of program/project goals and tasks.
  • Draft, coordinate, and submit acquisition report(s) as requested.
  • Prepare, document, and coordinate with internal and external organizations for regulatory certifications.
  • Provide input for Project/Product Monthly Status Review meetings and briefings.
  • Develop responses to DoD Inspector General, Army Audit Agency, and other external audits.
  • Conduct research, analysis, responses, and tracking, to develop white papers, information paper, business case analysis, decision papers, assessments, briefings (external/internal), and other documentation on project/product management related issues.
  • Provide good oral and written communications to interface AESMS, program stakeholders and project customers.

  • Documentation of the results of analysis in white papers, presentations, or other required format to share the recommendations that meet the requirements.
  • Other duties as assigned.
Qualifications
  • Bachelor's degree
  • High school diploma or GED equivalent and an additional 4+ years of experience may be used instead of a degree
  • 5+ years of relevant work experience
  • Interim Secret clearance
Knowledge, Skills and Abilities:
  • Previous experience with the Department of Defense
  • Knowledge of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS)
  • DAWAI certification in contracting (preferred)
  • Excellent interpersonal skills, ability to listen and understand what is being described by the end user as well as the ability to explain problem resolutions when necessary.
  • Strong communication skills (both written and oral), strong customer service
  • Strong coordination, organization, and teaming skills.
  • Must have excellent organizational, scheduling, and prioritization skills and maintain a high level of confidentiality, ethics, and integrity.
  • Works well individually or in a group setting.
  • Ability to interact with co-workers to develop a team environment.
  • Ability to work under pressure and time constraints.
  • Proficient with MS Word and Excel, Office 365 products, including Outlook, MS Teams, and Projectprograms
  • Ability to work independently without direct supervision or guidance.
