Role Provide direct support to the SIGINT IPT Leads by coordinating across other Lvl I and II IPTs, USN Fleet and CPP to ensure alignment of SIGINT objectives as it relates to contract management for the Development, Production and Sustainment of SIGINT HW/SW capabilities.
Responsibilities - Execute all aspects related to the SIGINT Contract Management. This includes conducting in-depth analysis of procurement needs, developing acquisition strategies, and monitoring contract execution in compliance with regulations, working closely with program personnel and contracting officers throughout the procurement process.
- Support requirements planning and execution across the SIGINT portfolio. This involves contract management of the 9 different OEMs and 12 other government activities (GSA, NIWC, NSA, NSWC Crane, Wallops, PMA-290, NAWCAD, NSMA, NAVSEA, NAVSUP, DLA, NUWC).
- Key responsibilities of a government acquisition analyst may include:
- Conduct market research with potential vendors, analyzing market trends, and determining the best approach to acquire required goods or services.
- Perform acquisition planning by developing detailed procurement plans, including statements of work, milestones, and budget estimates.
- Assist with proposal evaluations by reviewing vendor proposals, assessing technical capabilities, cost analysis, and identifying potential risks.
- Assist with contract negotiations by assisting CORs and contracting officers in negotiating contract terms and conditions with vendors.
- Assist with contract administration by monitoring contract performance, managing change orders, and resolving contract disputes.
- Assist with compliance oversight by ensuring adherence to government procurement regulations and policies.
- Assist with cost analysis by evaluating vendor pricing and identifying cost-saving opportunities.
- Data analysis: Utilizing data to identify trends and inform acquisition decisions.
- Stakeholder coordination: Communicating with program managers, legal counsel, and other internal stakeholders to ensure alignment on acquisition strategies.
Minimum Requirements: - BA/BS Degree in relevant field
- 10+ years of Navy acquisition experience to include in-depth analysis of procurement needs, developing acquisition strategies, and monitoring contract execution in compliance with regulations, working closely with program personnel and contracting officers throughout the procurement process.
- Active Secret clearance with the ability to obtain a Top Secret clearance.
