SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges.
Leveraging both in-domain and cross-domain expertise to maximize our clients' success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.
The AUKUS Group, within SPA's Sea, Land, and Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA's AUKUS Integration and Acquisition Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPA's decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the US Navy and its partners in an era of renewed strategic competition.
Responsibilities
In this role, the Program Analyst will support a NAVSEA Team Submarine program office charged with the planning and management for all stages of a major acquisition program. Responsibilities will include strategic planning and coordination of program wide activities; ensuring compliance with DoD Acquisition Framework requirements; supporting the Acquisition Director in development of integrated budgets and Program Objective Memorandum (POM) submittals; developing and implementing office and organizational administrative policies and procedures; and collaborating directly with the Acquisition Director to determine and prioritize objectives. There may be opportunities for periodic trips outside of the DC area to support customer meetings.
This position is located at SPA HQ in Alexandria, VA with some opportunity for travel to partner locations and light telework.
Qualifications
Required Qualifications: Bachelor's degree in Business, Business Management, Finance, Accounting, Engineering, or a related field - 7+ years of experience supporting a DoD program office, ideally a NAVSEA acquisition program office
- Strong administrative, organizational, management, and analytical skills and the willingness to learn and build relationships with stakeholders
- Strong written and verbal communication skills and proficiency with MS Office applications
- Proven ability to provide strategic planning and coordination to senior executives
- Knowledge of and experience executing the U.S. Navy Acquisition Shipbuilding process in accordance with the DoD Acquisition System/Adaptive Acquisition Framework
- Knowledge of the U.S. Planning, Programming, Budgeting & Execution Process
- Active DoD SECRET Clearance, and ability to maintain it throughout employment
Additional Qualifications Desired, but not required: - Experience with implementing program acquisition/business plans
- Experience conducting budget analysis and responding to budget-related requests for information (RFIs)
- Experience with and knowledgeable of the Navy requirements and program office organizations and processes
- Ability to identify and apply innovative practices and principles to resolve problems and gain acceptance of new methods or contract procedures
- Experience with NAVSEA Enterprise Planning System (NEPS)
- Experience with Navy Enterprise Resource Planning (N-ERP)
